Minutes of the Regular Meeting of Council of the Rural Municipality of Mountain held Wednesday, May 28th, 2025 at the Rural Municipality of Mountain Council Chambers in Birch River, MB.


Members Present:

Councillors Malcolm and Wyatt were absent with notice.
CAO Paige Driscoll was present and acted as secretary.

1. Call to Order

The meeting was called to order at 10:00 a.m. by Reeve Keith Behrmann, quorum being present.

5.6 WSFN Fires

WHEREAS fires started by Wuskwi Sipihk First Nation on April 23rd, 24th, 25th and May 7th, 2025 were not supervised and extended into the Rural Municipality of Mountain boundaries, having to be attended by the Rural Municipality of Mountain Fire Department;
AND WHEREAS the Rural Municipality of Mountain has had to attend fires on behalf of Wuskwi Sipihk in the past, leading to fines issued by the Municipality in excess of the third offence provided under our Fire Prevention By-Law 04/2023;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby issue a fine to Wuskwi Sipihk First Nation in the amount of:
3rd Offence for each offence occured to date for the year 2025, with Fire Department response Under the Fire Prevention By-Law, Section 7.5 provision;
Costs for equipment as per the current Fire Department Rates Policy.

AND THAT the CAO be authorized to sign on behalf of the Municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the offer to purchase SE 8-33-21W and NE 8-33-21W; in Mountain South, MB [Roll#119000.000 & 119200.000] from Sweet Grass Ranch. in the amount of one and a half the assessed value plus any legal or transfer costs;
AND THAT the transfer be subject to the following conditions:
The Rural Municipality of Mountain is under no obligation to provide access to such parcels, now or upon future request;
The parcel is sold in the as is/where is condition.

10.6 Lease Agreement: LGD Vested Parcel

WHEREAS an agreement between the municipality and MB Crown Lands required any parcels that were returned to the municipality would be required to sell or lease to the leaseholder until the lease term expires;
AND WHEREAS the leaseholder of the SE 8-35-22W has requested to lease the parcel rather than purchase under the lease agreement policy of the Municipality;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into lease agreement for the SE 8-35-22W as per Schedule ‘A’ attached hereto;
AND THAT the Reeve and CAO be authorized to sign on behalf of the Municipality.
