The Council of the Town of Swan River met on Tuesday, September 6, 2022 at 7:30 pm in the Town Council Chambers with Mayor Jacobson presiding along with Deputy Mayor Wintoniw and Councillors Delaurier, Moriaux, Friesen, and Whyte.

8.1 Next Generation 911 Authority Service Agreement

WHERE AS the attached authority service agreement has been filed with and approved by the Canadian Radio-television and Telecommunications Commission (CRTC), and will enable Bell as the designated NG9-1-1 network provider for Quebec, Ontario, Manitoba and the Atlantic provinces, to provide NG9-1-1 Service to your municipality
WHERE AS the execution of the attached non-modifiable agreement between the Town of Swan River and Bell Communications is required for the Public Safety Answering Points (PSAPs) identified in Schedule C of your agreement to migrate from E9-1-1 to NG9-1-1.
THERFORE BE IT RESOLVED the Town of Swan River accept and sign the attached Bell Next Generation 9-1-1 Authority Service Agreement.

10.2 To transfer from surplus and reserve for tractor

WHEREAS the 2022 Capital Budget included $50,000.00 for Tractor cab, mower and blade and the 2022 Financial Plan included $510,000.00 Transfer from Accumulated Surplus of which $50,000.00 was to fund the purchase of said tractor;
AND WHEREAS the tractor has been purchased at a cost excluding GST of $54,142.00;
THEREFORE BE IT RESOLVED that $50,000.00 be transferred from Accumulated Surplus to the General Operating Fund.
BE IT FURTHER RESOLVED that $4,142.00 be transferred from the Machinery Replacement Reserve to the General Operating Fund with the condition that the Reserve be repaid from the Recreation Department budget in 2023, or in 2022 should the Recreation Department have a surplus in 2022.

WHEREAS Section 326 of The Municipal Act provides that a municipality may impose supplementary taxes, and Subsections 300(6) and 300(6.1) provide that a municipality may cancel or reduce taxes, upon receipt of assessment alterations from Manitoba Assessment Services;
THEREFORE BE IT RESOLVED that the assessment alterations made by Manitoba Assessment Services on August 8th, August 22nd and September 1st be made to the 2022 Property and Business Tax Rolls, with the resulting increases totaling $696.02 and the resulting reductions totaling $1,196.82.

10.4 To add unpaid accounts to taxes

WHEREAS the Town of Swan River used municipal equipment, materials and labour to carry out private works on private property under The Municipal Act clause 250(2)(e), and set the fees and charges for the works under clause 252(1)(a) of The Act;
AND WHEREAS sufficient time has been allowed for payment of such outstanding amounts as listed on the attached Schedule “A” totaling $3,880.66;
THEREFORE BE IT RESOLVED THAT each of the unpaid amounts listed on Schedule “A” be added to the corresponding property tax roll and collected in that manner under subsection 252(2) of The Act;
BE IT FURTHER RESOLVED THAT notice be sent to each property owner detailing the amounts being added to the taxes and advising that interest will accrue on said amounts in the same manner as for unpaid property taxes effective October 1st, 2022.
