RESOLVED THAT the Agenda be adopted as amended.

2. G. Bartel – W. Kolisnyk
RESOLVED THAT the Minutes of the Regular meeting of Council held on October 15th and Special meeting held October 29, 2019 shall be adopted as circulated.
Carried.
3. C. Densen – W. Kolisnyk
WHEREAS the Swan Valley District Recreation Commission believes that the current delivery model is no longer effective to meet the needs of the citizens within the Valley.
AND WHEREAS the Swan Valley District Recreation Commission is recommending an assessment of the current recreation delivery system and has proposed the development of a Memorandum of Understanding (MOU) to guide the review;
AND WHEREAS the Swan Valley District Recreation Commission is requesting all partners participate in preparing the draft MOU;
THEREFORE BE IT RESOLVED that the Municipality of Minitonas-Bowsman agree to participate in the creation of an MOU which will define the scope of work in the development of a new integrated recreation delivery model.

WHEREAS two quotes were received for installing eavestrough on the Bowsman Shops and have been reviewed by Council;
THEREFORE BE IT RESOLVED that we do hereby accept the quote received from KLS Evestroughing & Exterior as attached hereto.

5. W. Kolisnyk – D. Wagner
RESOLVED THAT the Reeve be hereby authorized to sign the Application for Permit as requested by Manitoba Infrastructure – Highway Planning and Design as attached hereto.
Carried.
6. G. Bartel – S. Walmsley
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.
7. D. Wagner – C. Densen
RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go “In Camera” as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of the Municipal Act.
Carried.
8. G. Bartel – C. Densen
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.

9. W. Kolisnyk – D. Wagner
RESOLVED THAT we do hereby agree to pay for the removal of beavers as per the attached.
Carried.
10. G. Bartel – S. Walmsley
RESOLVED THAT the Council is in favor of extending the Public Works casual contract position until November 19, 2019.
Carried.
11. W. Kolisnyk – C. Densen
WHEREAS the Municipality of Minitonas-Bowsman has passed a resolution to purchase the former Minitonas Early Years School and will administer the purchase and operation of the former school;
BE IT RESOLVED THAT the Municipality enter into an agreement with Sunflower Early Learning Centre Inc. for continued operation;
BE IT FURTHER RESOLVED THAT the Municipality enter into a Memorandum of Understanding with Swan Valley RISE for development of an economic incubator.
