Minutes of the Regular Council Meting of the Rural Municipality of Mountain held Wednesday, August 2nd, 2017 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.

BE IT RESOLVED THAT the Agenda for the August 2nd, 2017 Regular Meeting of Council be adopted as presented.

BE IT RESOLVED THAT the Minutes of the Regular Meeting of Council held July 12th, 2017 be adopted as amended, all requirements having been complied with.

WHEREAS Sensus Partnership of Chartered Professional Accountants has been appointed as the municipal auditor;
AND WHEREAS Sensus has prepared draft financial statements for Pine River Recreation Commission for the year ended December 31st, 2016 and presented them to Council for review and approval;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept and approve the Draft 2016 Audited Financial Statement for Pine River Recreation Commission for the Year Ended December 31st, 2016 as presented, attached hereto as Schedule ‘A’.

BE IT RESOLVED THAT the Rural Municipality of Mountain hereby add taxes to the Tax Roll as per Schedule ‘A’ attached hereto.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

RESOLVED THAT Cheque Nos. 20170859 to 20170915 amounting to $64,005.10, including Direct Deposit Payroll in the amount of $4,293.50, attached hereto as Schedule “A”, be approved for payment.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve Minor Subdivision No. 4617-17-7392 in the SW of 30-32-20 WPM (Campbell);

WHEREAS the municipality received notification that application for an occupancy permit on Crown Land was made by Cowan Community Centre for the August 26th, 2017 ATV Derby;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby:

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby request Manitoba Hydro to install one (1) streetlight within the town site of Novra as per Schedule ‘A’ attached hereto;
AND THAT the Reeve and Chief Administrative Officer are hereby authorized to sign on behalf of the municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into an Undeveloped Road Allowance Development Agreement for Manitoba Hydro Bi-Pole III access as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT the Rural Municipality of Mountain hereby contract Kim Brown as Noxious Weeds Inspector per contract attached hereto as Schedule ‘A’,
AND that the Reeve and Chief Administrative Officer be authorized to sign on behalf of the Municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of IMCD Annual Water Festival for sponsorship in the amount of $100.00.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of Birch River Historical Museum Jam & Jelly for a donation in the amount of $50.00 from the municipality;
AND FURTHER BE IT RESOLVED THAT the LUD of Birch River provide a donation of $50.00.
