Town of Swan River Minutes – February 3, 2015

The Council of the Town of Swan River met on Tuesday, February 3rd, 2015, at 7:30 p.m. in the Town Council Chambers with Mayor McKenzie presiding and Councilor’s, Jacobson, Delaurier, Friesen, Whyte, Sakal, Moriaux present.


Minutes:

1. RESOLVED that the minutes of the January 20th, 2015 regular meeting and the January 27th, 2015 special meeting of Council be adopted as received.

2. RESOLVED that the Agenda for the February 3rd, 2015 regular meeting of Council be received.

3. RESOLVED that the 2015 Schedule of Fees, Rates and Charges as per Schedule “A” attached be hereby approved.

4. RESOLVED that the 2015 Equipment & Labour Rates Fee Schedule as per Schedule “A” attached be hereby approved.

6. RESOLVED that the Town of Swan River Council adopt the Shop Use Policy attached as Schedule “A” and that this policy will be in effect on February 4th, 2015.

7. RESOLVED that the Birchwood Cemetery Fee Schedule as per Schedule “A” attached be hereby approved and that these fees take effect on February 4th, 2015.

10. RESOLVED that Mayor McKenzie be authorized to attend the Association of Manitoba Municipalities 2015 Mayors, Reeves and CAO’s meeting being held in Winnipeg, MB on March 16th, 2015

11. RESOLVED that Mayor McKenzie, Councillors Moriaux, Whyte & Sakal be authorized to attend the Association of Manitoba Municipalities (AMM) 2015 Municipal Officials Seminar and MTCML Trade Show being held in Winnipeg, Manitoba on March 17th and 18th, 2015.

14. RESOLVED that the Council of the Town of Swan River does hereby agree to provide funding to Swan Valley Settlement and Immigrant Services Inc. in the amount of $10,037.00 for 2015/16.

16. RESOLVED that the Town of Swan River contract the services of Ron Lewicki as Building Inspector effective February 1st, 2015 as per Schedule “A” attached.

18. RESOLVED that the accounts as follows be hereby approved for payment:
(1) General Accounts from Cheque No. 16351 to No. 16429 for a total of $97,010.55.
(2) Payroll Accounts from Cheque No. 3500 to No.3507 for a total of $98,171.87.

19. RESOLVED that By-Law No. 2/2015 being a By-law of the Town of Swan River to regulate building within the Town be read a first time.

22. RESOLVED that the Town of Swan River accept the Waterworks Assessment Study Proposal from AECOM for a fixed fee of $7,800;
FURTHER BE IT RESOLVED that the Town will submit an application to the Water Services Board for a 50% grant to help offset the cost of this study.

23. RESOLVED that By-Law No. 1/2015 being a By-law of the Town of Swan River to establish school zones with a reduced maximum speed for vehicles be read a first time.

24. RESOLVED that the Town of Swan River Council adopt the Snow Removal Policy attached as Schedule “A” and that this policy will be in effect on February 4th, 2015.

25. WHEREAS Canada Post and the Conservatives are taking an axe to long-treasured postal services-killing good jobs, eliminating door-to-door delivery, drastically increasing postage rates and closing, downsizing and reducing hours at post offices;
WHEREAS Canada Post did not properly consult on these changes, effectively eliminating any opportunity for input from the people who will be most affected; and
WHEREAS closing and downsizing post offices, reducing post office hours, and eliminating door-to-door delivery will reduce service and eliminate thousands of jobs in communities throughout our country;
WHEREAS Canada Post offers a public service that needs to be protected;
BE IT RESOLVED THAT the Town of Swan River write a letter to the Minister responsible for Canada Post that calls on the government to reverse the changes to services announced by Canada Post, and to look instead for ways to increase service and revenues in areas such as postal banking;
BE IT FURTHER RESOLVED THAT the Town of Swan River ask the Federation of Canadian Municipalities to request that the federal government consult with the public about what kind of postal service they need before allowing Canada Post to make such major changes to public postal service.
