RESOLVED THAT the Agenda be adopted as presented.

2. J. Caruk – D. Bartel
RESOLVED THAT the minutes of the Regular Meeting of the Council of the Town of Minitonas held on May 7th, 2014 & May 21st, 2014 and the Special Meeting held on May 22nd, 2014 shall be adopted as circulated.

3. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has determined that, under the terms of By-Law No. 2/2007, the condition of the attached list of properties has become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned properties shall be given written notice advising them that the condition of said property must be rectified by the deadline of June 16th, 2014 and;
BE IT FURTHER RESOLVED THAT, should the condition of the property not be corrected by the aforementioned date, the Minitonas Town Council shall provide authorization for the work to be completed and the associated costs of said work shall be billed to the property owners accordingly.

WHEREAS the owner of the property known as Lot 15, Plan 3129 was sent written notice that said property was declared to be unsightly under the terms of By-Law No. 2/2007, and has failed to take action to remedy the condition of their property;
THEREFORE BE IT RESOLVED THAT, under the authority of By-Law No. 2/2007, the Town Public Works Employees shall be instructed to undertake the necessary work required to remedy the condition of the property beginning on June 15th, 2014, and;
BE IT FURTHER RESOLVED THAT the Chief Administrative Officer shall be authorized to bill the property owner for all costs accordingly.

RESOLVED THAT the attached letter be sent to Minister Chief regarding concerns the Minitonas Town Council has regarding the condition of local rental properties and the need to rectify these conditions as soon as possible.

6. S. Windsor – D. Bartel
WHEREAS the heavy rains experienced on May 29th, 2014 have caused extensive damage in places to private property and municipal infrastructure within the Town of Minitonas;
AND WHEREAS the municipality will need to spend a significant amount of funds on repairs as a result of the flood waters;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby request that the Province of Manitoba – Manitoba Emergency Measures Organization provide disaster financial assistance for costs to repair private properties and municipal infrastructure as a result of said flooding, and;
BE IT FURTHER RESOLVED THAT the attached Community Impact Statement shall be submitted to EMO to provide a rough estimate of the extent of the damage identified to date.

WHEREAS the Minitonas Town Council has received the attached request for an extension to the existing agreement for the 2nd Floor Space at the Minitonas Library Building, and;
WHEREAS council is in agreement to continuing with said agreement under the same terms and conditions as the existing agreement which covers the period of January 1st, 2014 to June 30th, 2014;
THEREFORE BE IT RESOLVED THAT we do hereby agree to offer the attached agreement for the period of July 1st, 2014 through to December 31st, 2014 and shall review the terms and conditions with the Tenant in November, 2014 for consideration of an agreement for the 2015 Fiscal Year.

WHEREAS a request for support was received from the RM of Mountain for support ‘in principle’ for their application to Partners 4 Growth for funding of an economic development proposal, and;
WHEREAS the Minitonas Town Council feels that it is very important to support all local economic development initiatives as they affect and strengthen the entire Swan River Valley;
THEREFORE BE IT RESOLVED THAT we do hereby agree to the submission of the attached letter of support from the Town of Minitonas for the RM of Mountain’s Partner 4 Growth Application.

WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of May, 2014 shall be approved and either paid out with the June 13th, 2014 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

RESOLVED THAT the attached request for vacation shall be approved by the Minitonas Town Council.

11. S. Windsor – J. Caruk
WHEREAS the current recycling levy paid to Valley Lions Recycling Inc. is not sufficient to cover the costs of services, and;
WHEREAS it is necessary for municipalities to increase their levies in order to cover said costs and eliminate the need for the Valley Lions Clubs to use hard earned fundraising dollars to subsidize the program;
THEREFORE BE IT RESOLVED THAT the Minitonas Town Council agrees to increase the levy paid for recycling services to $400 effective January 1st, 2014 upon receipt of agreement by the Council of the Rural Municipality of Minitonas, and;
BE IT FURTHER RESOLVED THAT the attached invoice for a top-up payment for the period of January 1st, 2014 – March 31st, 2014 shall be approved for payment, pending the approval by the RM of Minitonas Council;

RESOLVED THAT the Public Works Report for the month of May, 2014 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

13. S. Windsor – D. Bartel
WHEREAS the Town of Minitonas representatives on the Swan Valley Planning District Board have been advised that the RM of Swan River will no longer provide administrative services for the SVPD after December 31st, 2014 and;
WHEREAS the Town of Minitonas believes all members should be afforded the opportunity to bid on the administrative services, should they be interested;
THEREFORE BE IT RESOLVED THAT the Minitonas Town Council will send notice to the SVPD accordingly, and;
BE IT FURTHER RESOLVED THAT a letter be issued to the RM of Minitonas Council recommending that a proposal be issued from the Minitonas Municipalities for administrative services, once the SVPD makes a request for proposals.

WHEREAS the Town of Minitonas is in consultation with Manitoba Water Services Board regarding the rehabilitation of the old cells of the Minitonas Lagoon, and;
WHEREAS the Minitonas Town Council believes it is in the best interest of the municipality to apply for funding under the Building Canada Fund to assist in the associated costs;
THEREFORE BE IT RESOLVED THAT we do hereby authorize CAO, Carolyn Gordon to make a proposal with assistance from Manitoba Water Services Board.

RESOLVED THAT we do now adjourn at 10:15 pm to meet again for the next regular meeting of Council to be held on the 18th day of June, 2014 A.D. at 7:00 pm.
