A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Wednesday April 3, 2013 in the Village Council Chambers.

RESOLVED that the minutes of the last Regular Meeting of Council held on March 12, 2013 and the Special Meeting held on March 27, 2013 be accepted as presented.

RESOLVED that the agenda for the regular meeting held on April 3, 2013 be adopted as presented.

WHEREAS the Village of Benito has received a proposal to provide engineering services for the Village of Benito to assist with preparation of a preliminary design report for sanitary sewer main replacement from the south side of the railway tracks on First Street East to the lift station;
THEREFORE BE IT RESOLVED the proposal from MPE Engineering Ltd. be accepted as amended and outlined in the Confirmation of Assignment attached hereto.

WHEREAS Valley Lions Recycling Inc. provides a valuable service to our community which has environmental benefits as well as assisting in the reduction of waste management costs; and
WHEREAS the communities that Valley Lion’s Recycling provide services to are now required to contribute to the operating expenses;
THEREFORE BE IT RESOLVED that the Village of Benito Council does hereby agree to fund their share of the cost to maintain the Swan Valley Recycling Program and approve the per capita levy of $3.55 per capita as per the calculation as attached hereto for the year 2013.

WHEREAS the Village of Benito has received a request for permission to use a portion of property at the corner of First Street W and Second Avenue on a weekly basis; and
WHEREAS the Benito Farmer’s Market will operate as a non-profit organization and provide a benefit to the producers; residents and visitors to the Benito District;
THEREFORE BE IT RESOLVED that the Council of the Village of Benito do approve the request subject to the terms of agreement to be signed by both parties prior to opening of the market.

RESOLVED that the March Animal Control Report be accepted as presented by the Animal Control Officer.

RESOLVED that the Village of Benito authorize payment of the property and liability insurance as set out in the schedule from Western Financial Group Inc. and attached hereto, in the amount of $35,917.70.

WHEREAS the Village of Benito has accounts that are deemed to be uncollectable;
THEREFORE BE IT RESOLVED that the accounts as listed as per Schedule “A” attached be written off.

RESOLVED that Resolution #8 passed at the Regular Meeting of the Council of the Village of Benito held on October 23, 2012 be hereby amended retroactively to read “the amount totaling $36, 468.00 be recovered in 2012 by a transfer from the Utility Reserve.
