WHEREAS crime of all types and levels of severity has risen in the Swan River Valley to a point where it is affecting our citizens ability to live, work, and play, and
WHEREAS the Federal Government is charged with creating criminal laws that apply across the country, the Federal government is also responsible for administering the Royal Canadian Mounted Police to enforce Canadian Law, prevent crime, and to maintain peace, order and security, and
WHEREAS the local Swan River RCMP detachment is short on resources needed to effectively enforce Canadian Law, prevent crime, and to maintain peace, order and security, and
WHEREAS the councils of the Swan River Valley believe it incumbent amongst themselves to assist in providing further resources to enforce Canadian Law, prevent crime, and to maintain peace, order, and security within their respective municipalities, and
WHEREAS the councils of the Swan Valley agree in principle to share the cost of these further resources,
THEREFORE BE IT RESOLVED the Town of Swan River support an annual monetary contribution, in accordance to a signed contribution agreement, required to start-up the Swan Valley G.I.S. Unit in collaboration with the Rural Municipality of Mountain, the Rural Municipality of Minitonas-Bowsman, and the Municipality of Swan Valley West.

WHEREAS Sapotaweyak Cree Nation has partnered with the Town of Swan River in two previously signed municipal development and service agreements, the Town of Swan River is proud of these mutually beneficial agreements and look forward to our continued success in our relationship with Sapotaweyak Cree Nation, and
WHEREAS the Sapotaweyak Cree Nation, under the terms of the Treaty Land Entitlement Framework Agreement, has acquired Plan 72255 located within the Town of Swan River; and
WHEREAS the Nation and the Town, pursuant to the Municipal Act have drafted a third Municipal Development and Services Agreement in regard to the noted property;
NOW THEREFORE BE IT RESOLVED that the Mayor and Chief Administrative Officer be authorized to sign the attached Municipal Development and Service Agreement on behalf of the Town of Swan River.

WHEREAS the Town of Swan River used municipal equipment, materials and labour to carry out private works on private property under The Municipal Act clause 250(2)(e), and set the fees and charges for the works under clause 252(1)(a) of The Act;
AND WHEREAS sufficient time has been allowed for payment of such outstanding amounts as listed on the attached Schedule “A” totaling $2,975.34;
THEREFORE BE IT RESOLVED THAT each of the unpaid amounts listed on Schedule “A” be added to the corresponding property tax roll and collected in that manner under subsection 252(2) of The Act;
BE IT FURTHER RESOLVED THAT notice be sent to each property owner detailing the amounts being added to the taxes and advising that interest will accrue on said amounts in the same manner as for unpaid property taxes effective April 1st, 2024.
