WHEREAS the Benito Firemen held a meeting on November 21, 2022 to discuss fire department business:
AND WHEREAS the firemen have voted to appoint a new Fire Chief as well as add new fire fighters to their list and also accept the resignation from one of their members;
THEREFORE BE IT RESOLVED that the following changes be approved by Council effective January 1, 2023;
1. Appoint Jeff Osatchuk as Fire Chief
2. Accept the resignation of Chayce Osatchuk
3. Accept the following additions to the list of active firefighters;

THEREFORE BE IT RESOLVED that council approves the purchase of tires as per the quote as attached from KalTire.

– Urban Animal Control Officer’s Report for the month of October 2022

AND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.

WHEREAS the live trap for use by the Urban Animal Control Officer went missing this past summer when it was set on municipal property to attempt to catch a dog which had been at large for several days;
AND WHEREAS a quote was received from a local business to build a new one;
THEREFORE BE IT RESOLVED that the quote for the supply of material and building of a new live trap be approved as per attached.

WHEREAS the Council for the Municipality of Swan Valley West has received an application for a Conditional Use Order on the property known as part of NE ¼ Section 26-35-29W specifically to allow for a religious institution (Mennonite School) within the “Ag” Zone as allowed under Table 4-1 “Ag-Agriculture General Zone” Use and Bulk Table of the RM of Swan River Zoning By-Law No. 2383-04 and;
WHEREAS Notice of Public Hearing was posted and delivered to adjacent landowners in accordance with Part 6 of the Planning Act and the municipality has not received any objections with respect to said application;
THEREFORE BE IT RESOLVED that the Council of the Municipality of Swan Valley West does hereby approve the aforementioned Conditional Use Order No. 2021-04 and;
BE IT FURTHER RESOLVED that the Reeve or Deputy Reeve shall be authorized to sign said Order on behalf of the Municipality.

WHEREAS Section 163 of the Municipal Act provides that “a council may adopt an interim operating budget to have effect only until the council adopts the operating budget for the fiscal year”;
THEREFORE BE IT RESOLVED that the Interim Operating Budget for the municipality, including all Rural, Urban and At Large Expenditures shall be hereby adopted for the year 2023 as follows;

Protective Services $100,000.00
Transportation Services $750,000.00
Environmental Services $100,000.00
Public Health Services $ 50,000.00

WHEREAS the former council passed resolutions suspending Bill Gade and subsequently Bill Gade resigned his seat on council;
AND WHEREAS even as a private citizen further resolutions were passed to limit Bill Gade’s duties to act as Reeve;
AND WHEREAS in the general election held on October 26, 2022, Bill Gade received 788 votes, which is nearly double the votes cast for all other candidates for reeve combined;
AND WHEREAS there are those who still feel the former council’s resolution should stand removing Reeve Bill Gade from Council;
THEREFORE BE IT RESOLVED that the Council of Swan Valley West declares that Reeve Bill Gade be suspended from his duties as Reeve for the next 210 days.
