5. RESOLUTIONS ARISING FROM IN CAMERA DISCUSSIONS

5.1 Shared Services – Fire Protection

WHEREAS the Town of Swan River has not accepted our latest offer for a four-year agreement in the amount of $358,000 1st yr, $383,000 2nd yr, $383,000 3rd yr and $408,000 4th yr. and:
WHEREAS the Town of Swan River has provided a letter to the Municipality of Swan Valley West stating that the negotiations for shared/purchased services have come to an impasse and fire protection services will be terminated as well other service will be on tier basis for the residence of the Municipality.
THEREFORE, BE IT RESOLVED that the Council for the Municipality of Swan Valley West, in order to continue fire protection services to the rate payers of the municipality, will expand the current Municipal fire department to cover all areas of Swan Valley West by establishing a second fire hall including all required equipment and volunteers.
BE IT FURTHER RESOLVED that the council approves the purchase of a fire truck suit to our needs as a municipality as per the quote provide at the Sep 7, 2021 special council meeting.

5.2 Fire Hall Expansion

WHEREAS Council has past a resolution to expand the Municipal fire department
BE IT RESOLVED that Council request quotes for the upgrade of the current Municipal Shed to accommodate the new fire hall.

5.3 Bridge Repairs

BE IT RESOLVED that we request the three vendors update their quotes including their current timelines

Council Member Kushniryk declared a conflict and left the meeting at 9:35 pm

5.4 Drainage Application

WHEREAS consent is required from affected landowners on an application for drainage works;
AND WHEREAS a drainage application will be made affecting municipal road allowance(s) and drainage on Rd #161 adjacent to NE 6-36-27 and SE 7-36-27
THEREFORE, BE IT RESOLVED THAT Council of the Municipality of Swan Valley West hereby grants consent for the proposed drainage works involving municipal road allowances as specified above.

5.5 Code of Conduct Appeal

WHEREAS a Council Member has appealed Code of Conduct Sanctions imposed by Council of the Municipality of Swan Valley West re: Wills to Gade;
THEREFORE BE IT RESOLVED THAT Council authorize the CAO to provide the information requested by the Municipal Code of Conduct Appeals Director, including but not limited to:
• Investigation Report;
• Resolution of Council sanctioning Council Member;
• Written submission of Council. (Code of Conduct Complaint);
• Municipal Code of Conduct By-Law; and
• Resolution past by Council authorizing CAO to provide
documents to Appeal Director
