Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in Council Chambers, in Minitonas, Manitoba this 15th day of December, 2020 A.D. at 6:00 pm.

RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 8662 to 8780 inclusive, amounting to $421,909.53.

5. L. Hutman – G. Bartel
RESOLVED THAT the Bank Reconciliations for the month ending September 2020 and October 2020 shall be approved as presented.
Carried.

6. C. Densen – S. Walmsley
RESOLVED THAT the Financial Statement for the month ending November 30, 2020 shall be approved as presented.

7. S. Walmsley – D. Wagner
WHEREAS the Council of the Municipality of Minitonas-Bowsman may, in accordance with Section 163 of the Municipal Act, adopt an interim Operating Budget;
THEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the following interim Operating Budget for the Fiscal Year 2021:
General Fund
General Government Services 270,000
Protective Services 65,000
Transportation Services 800,000
Environmental Health Services 60,000
Public Health and Welfare Services 10,000
Economic Development Services 30,000
Recreation and Culture Services 100,000
Fiscal Services 160,000
Total Required $1,485,010.00

Utility Fund
Water and Sewer Services 175,000.00
Water and Sewer Capital 200,000.00
Total Required $375,000.00

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

9. L. Hutman – S. Walmsley
RESOLVED THAT the Animal Control Report for the month of November 2020 be accepted as submitted.
Carried.

10. S. Walmsley – L. Hutman
WHEREAS the Council of the Municipality of Minitonas-Bowsman is aware Manitoba Infrastructure’s intention to install a round-a-bout at the intersection of PTH #10 and PTH#83; and
WHEREAS the Valley is dependent upon the forestry/agriculture industries that are served by large equipment/trucks which require large unobstructed intersections; and
WHEREAS the residents of the Municipality of Minitonas-Bowsman have expressed negative opinions towards the installation of the proposed round-a-bout;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman encourages residents to make their views known by contacting the Member of the Legislative Assembly, Rick Wowchuk.

11. L. Hutman – C. Densen
WHEREAS the Municipality of Minitonas-Bowsman has By-law No. 06/2017 respecting unsightly and untidy premises, nuisances and dangers to public safety and health; and
WHEREAS the Property Committee has issued “Warning Notices” to the property owner to rectify the violation by a specific date; and
WHEREAS these violations have not been rectified by the required date; and
WHEREAS the Public Health Authority has inspected the premises and has issued an Order;
THEREFORE BE IT RESOLVED THAT the Council issue an order as attached as Schedule “A”.

12. L. Hutman – D. Wagner
RESOLVED THAT the Council meeting scheduled for January 5, 2021 be cancelled.
Carried.

13. G. Bartel – S. Walmsley
RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go ‘In Camera’ as a Committee of the Whole in accordance with Subsection 152(3)(b)(ii) of the Municipal Act.
Carried.

14. C. Densen – G. Bartel
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.
Carried.

15. S. Walmsley – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman hereby does grant a medical leave of absence to Councillor Walter Kolisnyk until March 31, 2021, at which time it will be reviewed.
Carried.

16. L. Hutman – D. Wagner
RESOLVED THAT we do now adjourn at 9:48 p.m. to meet again on January 19, 2021 at 6:00 p.m. for the next regular meeting of Council.
