Town of Swan River Special Meeting – April 22, 2020

The Council of the Town of Swan River met on Wednesday, April 22, 2020 at 7:00 pm in the Town Council Chambers with Mayor Jacobson presiding and Councillors Wintoniw, Friesen and Delaurier present in chambers.


Councillors Gray, Moriaux and Whyte attended via video conference.

RESOLVED that By-Law 3/2020, being a By-law to provide for the expenditure and borrowing of funds for rehabilitation of the water mains, water and sewer services, road structure and drainage, and the provisions for temporary water services, including all ancillary works thereof, on Main Street from Provincial Trunk Highway No. 83 to the CN Rail Crossing, be read a first time.

Adoption of the 2020 Financial Plan

WHEREAS Section 162(1) of the Municipal Act requires that every Council must adopt a financial flan for each fiscal year in the form approved by the Minister and consisting of:
(a) an operating budget (b) a capital budget (c) an estimate of operating revenue and expenditures for the following fiscal year, and (d) a five-year capital expenditure program;
AND WHEREAS Section 162(2) of the Municipal Act requires that, before adopting the financial plan, the Council must give public notice, and hold a hearing, in respect of the plan;
AND WHEREAS a public hearing has been held;
THEREFORE BE IT RESOLVED that the Financial Plan for 2020 Fiscal Year consisting of: (a) an operating budget (b) a capital budget (c) an estimate of operating revenue and expenditures for the following fiscal year; and (d) a five-year capital expenditure program BE HEREBY APPROVED.
