Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in the Council Chambers in Minitonas, Manitoba this 7th day of April, 2020 A.D. at 6:00 p.m.

RESOLVED THAT the Agenda be adopted as presented.

RESOLVED THAT the minutes of the Regular meeting of Council held on March 3, 2020 shall be adopted as circulated.
Carried.

RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7645 to 7755 inclusive, amounting to $175,627.52.

5. S. Walmsley – C. Densen
RESOLVED THAT the Bank Reconciliation for the month ending February 29, 2020 shall be approved as presented.
Carried.

6. W. Kolisnyk – D. Wagner
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

7. G. Bartel – S. Walmsley
RESOLVED THAT the Animal Control Report for the month of February 2020 be accepted as submitted.

8. S. Walmsley – L. Hutman
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of SE ¼ SEC 5-37-26W (Jersak) (File No. 4149-20-7561) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a subdivision; and
WHEREAS the application has been reviewed by the Council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land on the condition that all requirements from all Provincial Government Departments are met as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated March 9, 2020.

WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT. NW ¼ SEC 15-38-26W (Harris) (File No. 4149-19-7533) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a subdivision; and
WHEREAS the application has been reviewed by the Council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land on the condition that all requirements from all Provincial Government Departments are met as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated August 21, 2019.

WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT. NE ¼ SEC 10-37-26W (Colbert) (File No. 4149-19-7545) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a subdivision; and
WHEREAS the application has been reviewed by the Council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land on the condition that all requirements from all Provincial Government Departments are met as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated November 12, 2019.

11. D. Wagner – G. Bartel
RESOLVED THAT a new cell phone contract & phone for the Handi-van driver’s use be hereby authorized.
Carried.

12. C. Densen – L. Hutman
RESOLVED THAT a letter of support to Westman Communications Group (WCG) for its application to the CRTC Broadband Fund is hereby authorized.

13. L. Hutman – C. Densen
WHEREAS the Municipality of Minitonas-Bowsman Council has determined that, under the terms of By-Law No. 06/2017, the condition of the attached properties have become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned property shall be given written notice advising them that the condition of the said property must be rectified by the deadline of May 31, 2020.

14. D. Wagner – G. Bartel
RESOLVED THAT the Minitonas Water Treatment Plant, Checklist Assessment, reviewed by Cory Vitt (Approvals Engineer) for Officer of the Drinking Water, Department of Conservation and Climate be received.
Carried.

15. W. Kolisnyk – G. Bartel
WHEREAS Council has received a letter regarding an interest in purchasing the property known as DESC 1 Plan 3131 and DESC 2 Plan 3131 in Minitonas from the Municipality of Minitonas-Bowsman; and
WHEREAS Council has reviewed the plans for this property and are in agreement to the sale;
THEREFORE BE IT RESOLVED THAT Council does hereby agree to sell the said lots for as attached.

16. G. Bartel – S. Walmsley
RESOLVED THAT due to the current pandemic (COVID-19) that all Municipal Playgrounds by hereby closed; and
BE IT FURTHER RESOLVED THAT the Municipal Offices in Minitonas & Bowsman be closed to the Public; and
BE IT FURTHER RESOLVED THAT the Minitonas Town Hall be hereby closed to the Public.

17. W. Kolisnyk – G. Bartel
RESOLVED THAT we do hereby agree to proceed with the Purchase of the Minitonas Early Years School being that a Public Meeting was held on February 19, 2020 and that a Structural Assessment was conducted on March 6, 2020;
BE IT FURTHER RESOLVED that the Reeve be authorized to sign the Purchase Agreement.

18. W. Kolisnyk – S. Walmsley
RESOLVED THAT the Council is in favor of extending the Public Works casual contract position until June 15, 2020.

19. G. Bartel – L. Hutman
RESOLVED THAT we do now adjourn at 8:15 p.m. to meet again on April 21, 2020 at 6:00 p.m. for the next regular meeting of council.
