Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in the Council Chambers in Minitonas, Manitoba this 18th day of February, 2020 A.D. at 6:00 p.m.

RESOLVED THAT the minutes of the Regular meeting of Council held on February 4, 2020 shall be adopted as circulated.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7528 to 7644 inclusive, amounting to $647,553.80.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby appoint MNP LLP for the RM & Town of Minitonas Handivan Association 2019 audit.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the December 31, 2019 RM & Town of Minitonas Handivan Association Financial Statement as attached hereto.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the proposed 2020 Budget for the RM & Town of Minitonas Handivan Association as attached hereto, and the submission of a request for a grant in the amount of $19,400 from the Province of Manitoba.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Report as submitted.

RESOLVED THAT the Animal Control Report for the month of January 2020 be accepted as submitted.

RESOLVED THAT By-law No. 04-2020, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of regulating the proceedings and conduct of the Council and the committees thereof, shall be read a third time this 18th day of February, 2020 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

WHEREAS the Community & Regional Planning Branch has reviewed the application (File no. 4193-19-7544) (Applicant File No. 27487-028/33762-001) for subdivision of PT. SW ¼ SEC 2-38-27W (SCHULLMAN/SCOTT) on behalf of the Municipality and finds it to be in compliance with the Zone By-Law for the RM of Minitonas; and

WHEREAS the proposed subdivision meets the provincial criteria for a subdivision; and

WHEREAS the application has been reviewed by the Council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;

THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land on the condition that all requirements from all Provincial Government Departments are met as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated December 9, 2019.

WHEREAS Council of the Municipality of Minitonas-Bowsman does hereby agree that the recruitment of Medical Professionals is vital to the future of Swan Valley and its residents;

AND WHEREAS despite Provincial responsibilities for the provision of health care, there is a need to continue making contributions towards the recruitment of Doctors and other Medical Professionals in order to provide proper healthcare to local residents;

THEREFORE BE IT RESOLVED THAT Council of the Municipality of Minitonas-Bowsman hereby agree to the following:

A ‘per capita’ levy of up to $16.00 for the next three years (2020, 2021 and 2022) based on the most current census available;
A portion of the municipal levy to be used for payment of a part time employee to devote his/her time to recruit doctors and other medical professionals for the Swan Valley.

RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go “In Camera” as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act.

13. W. Kolisnyk – D. Wagner
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of The Municipal Act.

14. C. Densen – L. Hutman
WHEREAS on January 27, 2020 a meeting was held with the Rural Municipality of Mountain, the Town of Swan River, the Municipality of Swan Valley West and the Municipality of Minitonas-Bowsman to discuss the future of Swan Valley RISE (Regional Initiative for a Strong Economy);

AND WHEREAS it was agreed that Economic Development is important to the Valley as a whole and that a three year funding commitment be made instead of year-to-year;

THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman fully supports the continued operation of Swan Valley RISE; and

BE IT FURTHER RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman agrees to support a commitment for funding the operations of Swan Valley RISE for the 2020-2022 Fiscal Years, with the understanding that the annual budget for RISE will be set as $100,000 (2020), $130,000 (2021) and $160,000 (2022), and the levy for each participating municipality will be based 50% on assessment and 50% on a per capita basis.

RESOLVED THAT we do hereby agree to purchase a truck as per the attached quote.

17. L. Hutman – C. Densen
RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-law.

RESOLVED THAT we do now adjourn at 10:22 p.m. to meet again on March 3, 2020 at 6:00 p.m. for the next regular meeting of Council.
