Minutes of the Regular Meeting of Council of the Rural Municipality of Mountain held Wednesday, December 5th, 2018 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:10 A.M. by Reeve Robert Hanson, quorum being present.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

RESOLVED THAT Cheque Nos. 20181423 to 20181478 be approved for payment in the amount of $188,902.29, including Council Indemnities in the amount of $5,331.64, as per By-Law 03/16 and Direct Deposit Payroll in the amount of $4,506.38 attached hereto as Schedule ‘A’;
AND FURTHER IT BE RESOLVED THAT the direct payment amount of $6,602.92 for Receiver General for November 2018 be hereby approved.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the Software Licence Agreement with All-Net.ca as per Schedule ‘A’ attached hereto;
AND THAT the Reeve and Chief Administrative Officer be authorized to sign on behalf of the Municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby appoint Connie Forbes to the Swan Valley Municipalities committee to discuss a joint animal control effort.

BE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into an agreement with Neptune for N-Sight Software Support Services as attached;
AND THAT the Chief Administrative Officer be authorized to sign on behalf of the Municipality.

WHEREAS it is deemed expedient and in the best interest of the municipality to obtain title to the certain LGD-Vested Crown-Administered parcels to facilitate the sale of said land;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby request CLPA transfer title of the following parcels back to the R.M. of Mountain;
SE 14-32-21W [Roll# 32400.000]
AND THAT the R.M of Mountain request CLPA to remove this parcels from the joint agriculture agreement and lease listing so that the R.M. can facilitate a lease agreement;
AND THAT the Chief Administrative Officer and Reeve be authorized to sign on behalf of the Municipality.
