RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 5517 to 5648 inclusive, amounting to $542,423.32.

RESOLVED THAT the Financial Statement and Bank Reconciliation for the month ending August 31st, 2018 shall be approved as presented.

WHEREAS under the authority of Subsection 252(2) of The Municipal Act, a municipality may collect unpaid fees and utilities in the same manner as a tax may be collected and enforced; and
WHEREAS sufficient time has been allowed for payment of the outstanding amounts outline as attached; and
WHEREAS there has not been any payment arrangements made to date to clear these amounts owing;
THEREFORE BE IT RESOLVED THAT Council does hereby agree to move the aforementioned unpaid amounts to the corresponding property taxes and collected in that manner.

RESOLVED THAT we do hereby agree to write off the attached amount in regards to Accounts Receivable.
BE IT FURTHER RESOLVED THAT this amount shall be written off in the 2017 year.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

RESOLVED THAT By-law No. 06/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of Animal Control within the municipality, shall be read a third time this 18th day of September, 2018 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

RESOLVED THAT all members of Council as well as the CAO and Assistant CAO shall be authorized to attend the G5 meeting hosted by RM of Mountain, on October 1st, 2018.

WHEREAS the Province of Manitoba has made $2.25 million available to municipalities in 2018 for the final year of the Municipal Road and Bridge Program; and
WHEREAS $14 million was available to municipalities in 2017 through the Municipal Road and Bridge Program; and
WHEREAS the Municipal Road and Bridge Program was developed in partnership with the Association of Manitoba Municipalities (AMM) and provides a 50/50 cost-shared funding for municipal road and bridge projects through a single-window application intake with no red tape; and
WHEREAS Manitoba municipalities regard the Municipal Road and Bridge Program as critical, predictable, and effective for budgeting and planning purposes in order to address their infrastructure deficit; and
WHEREAS the Province of Manitoba has announced it will terminate the Municipal Road and Bridge Program by reallocating these funds into the Investing in Canada Infrastructure Program; and
WHEREAS the Municipal Road and Bridge Program allows municipalities to use Gas Tax revenues for their matching dollars while the Investing in Canada Infrastructure Program does not, which puts an even greater burden on property taxes;
THEREFORE BE IT RESOLVED THAT the AMM lobby the Province of Manitoba to not proceed with the plans to transition the Municipal Road and Bridge Program into Phase 2 of the Investing in Canada Infrastructure Program (ICIP2) and fully reinstate the former funding levels for this essential program.

RESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby agree to hire Alyssa Strate as Office Clerk as per the attached agreement.

16. L. Mychalchuk – G. Bartel
WHEREAS Roy and Patsy Foss the registered owners of the property located in the Municipality of Minitonas-Bowsman legally described as Lot 30 Plan 3131 (Minitonas); and
WHEREAS the registered owners have applied to the Municipality of Minitonas-Bowsman Council to vary specific provisions of the Town of Minitonas Zoning By-law No. 03/2004 as it applies to the above noted property, and namely to reduce the setback distance for a dwelling from the front property line from 30 feet to 20 feet on the property; and
WHEREAS Council may issue a Variance Order pursuant to Part 6 of the Planning Act; and
WHEREAS Council has given careful consideration of the application and all representations made for or against the application at the required Public Hearing held on September 18, 2018 in Minitonas, in the Province of Manitoba;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to Approve the Variance.
BE IT FURTHER RESOLVED THAT approval shall expire in 12 months from the date of approval if it has not been acted upon within that time.

RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.

RESOLVED THAT we do now adjourn at 11:30 p.m. to meet again on October 2nd, 2018 at 7:00 p.m. for the next regular meeting of council.
