RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT the minutes of the Regular Meeting of Council held on May 15th, 2018 and the Special Meeting of Council on May 14th, 2018 and May 30th, 2018 shall be adopted as circulated.

3. L. Hutman – L. Mychalchuk
RESOLVED THAT By-law No. 02/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing a reserve fund for the replacement and repair of buildings, shall be introduced and read a first time this 5th day of June, 2018 A.D.

RESOLVED THAT we do hereby agree to adjourn the Regular Meeting of Council at 8:00 pm to open the Public Hearing regarding a variance application.
Carried.

5. L. Mychalchuk – S. Walmsley
WHEREAS the Public Hearing regarding a variance application is now adjourned;
THEREFORE BE IT RESOLVED THAT we do hereby reconvene the regular meeting of the Municipality of Minitonas-Bowsman Council at 8:10 pm.

6. G. Bartel – L. Hutman
WHEREAS Mark and Leanne McKay are the registered owners of the property located in the Municipality of Minitonas-Bowsman legally described as NW 32-35-25W; and
WHEREAS the registered owners have applied to the Municipality of Minitonas-Bowsman Council to vary specific provisions of the RM of Minitonas Zoning By-law No. 01/2017 as it applies to the above noted property, and namely to reduce the front yard setback from 125ft to 80ft; and
WHEREAS Council may issue a Variance Order pursuant to Part 6 of the Planning Act; and
WHEREAS Council has given careful consideration of the application and all representations made for or against the application at the required Public Hearing held on June 5th, 2018 in Minitonas, in the Province of Manitoba;
THEREFORE BE IT RESOLVED THAT The Council of the Municipality of Minitonas-Bowsman does hereby agree to approve the Variance.
BE IT FURTHER RESOLVED THAT approval shall expire in 12 months from the date of approval if it has not been acted upon within that time.

RESOLVED THAT By-law No. 3/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of adopting a Financial Plan for 2018 Fiscal Year, shall be introduced and read a first time this 5th day of June, 2018 A.D.

RESOLVED THAT we do hereby authorize the CAO to sign the attached financing agreement for the grader purchase.

RESOLVED THAT we do hereby agree to the attached reserve transfers.

10. S. Walmsley – G. Bartel
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

11. J. Caruk – G. Bartel
RESOLVED THAT the attached requests for leave shall be approved by the Council for the Municipality of Minitonas-Bowsman.

12. J. Caruk – L. Mychalchuk
RESOLVED THAT By-law No. 04/2018, being a by-law of the Municipality of Minitonas-Bowsman for regulating or preventing of noise, shall be introduced and read a first time this 5th day of June, 2018 A.D.
Carried.

13. J. Caruk – L. Hutman
WHEREAS the Municipality of Minitonas-Bowsman Council has determined that, under the terms of By-Law No. 06/2017, the condition of the attached properties have become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned properties shall be given written notice advising them that the condition of said properties must be rectified by the deadline as attached.

14. L. Mychalchuk – S. Walmsley
WHEREAS Roll #313700 – Lot 1, Blk 1, Plan 322 – 201 1St Ave. in Bowsman has become unsightly, a nuisance and a danger to public safety and health as a result of a structure fire on November 22, 2017; and
WHEREAS the property owner has been notified to clean up the said property and has not done so;
THEREFORE BE IT RESOLVED THAT the Council hereby authorizes the Public Works Department to do the required work as soon as possible and that the associated costs of said work shall be applied directly to the property tax roll.

15. G. Bartel – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby designate the date of June 16th, 2018 as the Bowsman Community Event known as the ‘Bowsman Community Fun Day’.
Carried.

16. L. Mychalchuk – L. Hutman
RESOLVED THAT we do hereby agree to renew the Memorandum of Understanding with the Town of Swan River regarding Emergency Plans for 2018.
Carried.

17. L. Mychalchuk – C. Densen
RESOLVED THAT we do hereby agree to cancel the July 3rd Council meeting and move the 2nd Regular Council Meeting in July to July 10th.
Carried.

18. S. Walmsley – J. Caruk
RESOLVED THAT the Council shall make available applications for nominations for the ‘Municipality of Minitonas-Bowsman Volunteer Award’ beginning June 6th, 2018, and;
BE IT FURTHER RESOLVED THAT the deadline for submission shall be set at June 19th, 2018 and shall be presented at the July 1st ‘Canada Day’ Pancake Breakfast.

RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to update the “Snow Plowing and Grading of Lanes Policy” as per the attached.
Carried.

20. S. Walmsley – L. Mychalchuk
RESOLVED THAT we do hereby remove the rural burning ban in the Municipality of Minitonas-Bowsman.
Carried.

21. J. Caruk – G. Bartel
RESOLVED THAT Pat Turpin be transferred from Public Works Classification 4 – Seasonal (Track hoe Operator) to Public Works Classification 4 (Grader Operator) as per the attached.
Carried.

22. S. Walmsley – L. Hutman
RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.
Carried.

23. S. Walmsley – L. Mychalchuk
RESOLVED THAT By-law No. 05/2018, being a by-law of the Municipality of Minitonas-Bowsman respecting the erection of snow fences or the ridging of snow on any land adjacent to any municipal road, shall be introduced and read a first time this 5th day of June, 2018 A.D.

RESOLVED THAT we do now adjourn at 12:02 a.m. to meet again on June 19th, 2018 at 7:00 p.m. for the next regular meeting of council.
