Town of Swan River Minutes – March 6, 2018

The Council of the Town of Swan River met on Tuesday, March 6th, 2018 at 7:30 pm in the Town Council Chambers with Mayor McKenzie presiding and Councillors Jacobson, Whyte, Friesen, Moriaux, Delaurier and Sakal present.

4 Delegations and Hearings

4.1 Delegation: Darren Fedorchuk, Fire Chief
Fire Chief Fedorchuk  presented his 2018 1st quarter report and answered Council’s questions. 

To date the SRFD has responded to a total of 25 calls 15 within town limits consisting of: 1 structure fire, 2 smoke showing, 1 vehicle fire, 3 MVIs, 3 alarm calls, 3 false alarms, 1 co alarm and 1 powerline.

We have responded to 7 incidents in the Municipality of Swan Valley West, 2 structure fires, 1 vehicle fire, 2 MVIs, 1 false alarm and 1 response to a controlled burn.
 
We have also responded to 3 incidents within the Municipality of Minitonas-Bowsman. 1 industrial fire, 1MVI and 1 structure fire.
 
To date we have accrued 485.88 man hours in responses. Last year at this time we recorded 11 calls and 140.68 man hours. In 2017 we had a total of 109 calls for 1659 man hours.
 
Incidents involving joint departments have run smoothly integrating all members on scene.
 
Training is ongoing with firefighters enrolled in Level one accreditation, Rural Company Officer Course, Hazardous Materials Operation, Fire Ground Management and Heavy Vehicle Extrication along with the regular sessions held.
 
Fire fighters numbers have stayed steady at 23 with an average 10 firefighters responding to incidents. The department is planning an open house and recruitment drive May/June.
 
Currently the department is reviewing its Guidelines and Policies updating them.
 
Fire inspections are ongoing with more joint occupancy inspections with the building inspector.
 
We are reviewing the list of fire damaged properties and will be forwarding recommendations.
  
Fire department tour requests are starting and the department is prepping for standby duty at the Bill Beals fishing derby.
 
Preparations are ongoing for either grass fire or flood seasons.
 
Mid December the breathing air compressor was replaced by the Office of the Fire Commissioner and 3 additional cascade bottle were installed doubling our air capacity and increasing fill time.
