RESOLVED THAT the Agenda be adopted as amended.

2. L. Mychalchuk – S. Walmsley
RESOLVED THAT the minutes of the Regular Meeting of Council held on February 20th, 2018 and the Special Meeting of Council on February 27th, 2018 shall be adopted as circulated.
Carried.

3. G. Bartel – C. Densen
RESOLVED THAT Council of the Municipality of Minitonas-Bowsman does hereby accept the 2017 Draft Financial Statement for the RM & Town of Minitonas Handi-Van Association as presented by MNP LLP as per the attached.
Carried.

4. L. Mychalchuk – C. Densen
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

5. J. Caruk – G. Bartel
WHEREAS Council feels it is important to provide assistance to urban residents for removal of branches and other refuse resulting from spring cleaning;
THEREFORE BE IT RESOLVED THAT we do designate May 7th – 11th, 2018 as Spring Cleanup Week in the town of Minitonas and village of Bowsman.

6. C. Densen – G. Bartel
RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go ‘In Camera’ as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of the Municipal Act.
Carried.

7. S. Walmsley – L. Mychalchuk
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.

8. S. Walmsley – L. Mychalchuk
WHEREAS Council feels it is important to ensure that the Minitonas Cemetery grounds and plots are maintained.
THEREFORE BE IT RESOLVED THAT we do designate Friday May 11th, 2018 as Cemetery Cleanup Day at the Minitonas Cemetery.
BE IT FURTHER RESOLVED THAT members of the Public Works staff will be available to assist anyone who wishes to clean up their loved ones plots.

9. S. Walmsley – L. Mychalchuk
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT of NE ¼ Sec. 27-36-26WPM (HART) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a minor subdivision; and
WHEREAS the application has been reviewed by the council for the Municipality of Minitonas-Bowsman, and bound to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated February 26th, 2018.

10. G. Bartel – J. Caruk
RESOLVED THAT we do hereby agree to provide the Bowsman Legion Hall a grant in the amount of $1500.00 to be used towards the capital purchase of 2 new stoves.
BE IT FURTHER RESOLVED THAT Community Development Initiative funds shall be used for this project.

11. G. Bartel – C. Densen
WHEREAS Council has reviewed the Municipality of Minitonas-Bowsman policy manual and have made several changes to a number of policies.
THEREFORE BE IT RESOLVED THAT the attached policies shall be updated as of today’s date.

12. G. Bartel – J. Caruk
RESOLVED THAT By-law No. 01/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing regulations for campaign expenses and contributions related to municipal elections, shall be introduced and read a first time this 6th day of January, 2018 A.D.

13. L. Mychalchuk – J. Caruk
RESOLVED THAT By-law No. 1/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing regulations for campaign expenses and contributions related to municipal elections, shall be read a second time this 6th day of March, 2018. A.D.

14. J. Caruk – G. Bartel
RESOLVED THAT we do hereby approve the attendance of the CAO and Assistant CAO at the MuniSoft Seminar in Brandon, MB April 20th, 2018 and;
BE IT FURTHER RESOLVED that all applicable expenses related to said seminar will be paid in accordance with current Municipal Policies and By-Laws.

15. C. Densen – S. Walmsley
WHEREAS all properties with taxes owing for any portion of the year 2016 or prior, are scheduled to be offered for sale by public auction on November 16, 2018 and;
WHEREAS under the authority of Section 372 of The Municipal Act the municipality has the authority to set a reserve bid amount and appoint a designated officer to bid on their behalf;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to set a Reserve Bid in the amount of the tax arrears, all interest accumulated on those arrears to date, and any costs outstanding at the time of auction, including any and all tax sale costs;
BE IT FURTHER RESOLVED THAT the CAO for the Municipality of Minitonas-Bowsman shall be appointed as a ‘Designated Officer’ to bid on any properties to be sold by auction on behalf of the municipality.

16. L. Mychalchuk – S. Walmsley
RESOLVED THAT we do hereby agree to enter into an agreement with Strada Recycling for the removal of scrap metal at the Bowsman and Minitonas Nuisance Grounds.
Carried.

17. C. Densen – G. Bartel
RESOLVED THAT we do hereby approve the attendance of Fred Coulter at the Water Treatment 1 Course in Winnipeg MB from April 30th to May 4th, 2018 inclusively and;
BE IT FURTHER RESOLVED that all applicable expenses related to said courses will be paid in accordance with current Municipal Policies and By-Laws.

18. J. Caruk – C. Densen
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman have reviewed and approve the attached gravel contracts for the 2018 Fiscal Year; and
BE IT FURTHER RESOLVED THAT the Reeve and CAO are hereby authorized to sign said agreements on behalf of the municipality.

19. L. Mychalchuk – G. Bartel
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.
Carried.

20. C. Densen – G. Bartel
RESOLVED THAT we do no adjourn at 11:30 p.m. to meet again on March 20th, 2018 at 7:00 p.m. for the next regular meeting of council.
