Minutes of the Regular council meeting of the Rural Municipality of Mountain held Wednesday, August 23rd, 2017 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

BE IT RESOLVED THAT By-Law No. 07/17, being the By-Law to regulate unnecessary and harmful noise within the Rural Municipality of Mountain, be introduced and given first reading.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept and approve the Financial Statement for the months ending January 31, February 28, March 31, April 30, May 31, June 30 and July 31, 2017 as presented.

THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

RESOLVED THAT Cheque Nos. 20170983 to 20171052 be approved for payment in the amount of $74,895.16, including 756.97 for Council indemnities, as per By-Law 03/16, and Direct Deposit Payroll in the amount of 4,293.50 as attached hereto as Schedule A.

WHEREAS the Intermountain Conservation District [IMCD] has completed the Integrated Watershed Management Plan for the East Duck Mountain-Sagemace Bay Watershed;
AND THAT the Municipalities of Ethelbert, Mossey River and Mountain share common interests, goals and objectives as identified in the Plan;
AND WHEREAS IMCD seeks the support of the three municipalities to implement the Plan;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve and fully support the formation of a Project Management Team that works towards the implementation of the integrated Watershed Management Plan.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the offer to purchase Lot #6/7 Block 4 Plan #108; in Birch River, MB [Roll #300460 & 300461] from Vlad and Bethany Matejka in the amount of $420.00;
Plus $490 legal and administration costs [2 parcels] OR
Subject to the following additional Terms and Conditions
If development substantially completed within two years, $800 of purchase price will be refundable

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the Request for Quotation from Maple Leaf Construction Ltd., for seal coat road #253 Mafeking as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the purchase of 64 foot beams (7) and 35 foot beams (2) from Minty’s Moving Ltd.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request to harvest wood on NE 27-32-23 WPM as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the execution of a Development Agreement with Bison Conservation Ranch Ltd., Pine River Ranches Ltd., Sweet Grass Ranch Ltd. for an undeveloped road allowance as per Schedule “A” attached hereto;
AND THAT the Reeve and CAO be authorized to sign on behalf of the Municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain accept the recommendation of the Birch River Recreation Commission to hire seasonal lifeguards, assistant lifeguards and attendants at Birch River Outdoor Swimming Pool, to commence when mutually agreed upon, terms and conditions as attached hereto in Schedule ‘A’.
