Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Wednesday, June 28th, 2017 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

WHEREAS By-Law No. 06/08 of the RM of Mountain prohibits the use of engine retarder brakes within the limits of the LUD of Birch River;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby request MIT to install two Engine Retarder Brakes Prohibited signs within the limits of the LUD of Birch River as per Schedule ‘A’ attached hereto.

WHEREAS Sensus Partnership of Chartered Professional Accountants has been appointed as the municipal auditor;
AND WHEREAS Sensus has prepared draft financial statements for Birch River Recreation Commission for the year ended December 31st, 2016 and presented them to Council for review and approval;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept and approve the Draft 2016 Audited Financial Statement for Birch River Recreation Commission for the Year Ended December 31, 2016 as presented, attached hereto as Schedule ‘A’.

AND FURTHER IT BE RESOLVED THAT Cheque No. 20170439 be void and replaced with Cheque No. 20170714 as original lost.

WHEREAS Council of the Rural Municipality of Mountain held a Public Hearing on June 28th, 2017 to hear the Zoning Variance Application #VAR02-2017 [Anderson] for the property legally described as Lot 13, Plan 1212, Birch River;
AND WHEREAS there were no objections, or all objections were heard and considered;
THEREFORE BE IT RESOLVED THAT the Zoning Variation Order #VAR02-2017 be approved as per Schedule ‘A’ attached hereto.

WHEREAS Manitoba Infrastructure & Transportation have presented options to Council regarding re-routing PTH#10 near Mafeking;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby recommend Option B.

WHEREAS The Province of Manitoba committed to providing long-term, stable, predictable funding to support municipal infrastructure needs, including Main Market Road and 50/50 Road program support from 2014 to 2018 for former Local Government Districts [Schedule ‘A’];
AND WHEREAS The Province acknowledged the importance of the funding provided through these programs [Schedule ‘A’], but a long-term, stable commitment has not been secured past 2018;
AND WHEREAS the discontinuance of the program would impact The Rural Municipality of Mountain ratepayers by 14 mills to raise equivalent revenues for road maintenance at current program levels (without considering the effects of inflation);
AND WHEREAS the Committee of Former Local Government Districts is preparing to lobby The Province to extend the program funding commitment beyond 2018;
THEREFORE BE IT RESOLVED THAT Council of The Rural Municipality of Mountain hereby support the lobbying efforts of the Committee of Former Local Government Districts on our behalf, including the ‘Main Market Road Funding and Beyond’ document and presentation.

THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the request and Access Plan subject to the concerns/terms and conditions as attached hereto in Schedule ‘A’.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain accept the recommendation from Birch River Recreation Commission to hire Kody Sauder for the lifeguard position at Birch River Outdoor Pool, and Jesse McAuley as attendant/custodian, to commence when mutually agreed upon, terms and conditions as attached hereto in Schedule ‘A’.
