The Council of the Town of Swan River met on Tuesday, May 2nd, 2017 at 7:30 pm in the Town Council Chambers with Mayor McKenzie presiding and Councillors Friesen, Whyte, Jacobson, Moriaux, Delaurier and Sakal present.

4 Delegations and Hearings
4.1 Delegation: SR Fire Department – Chief Fedorchuk
Darren Fedorchuk, Fire Chief presented his first quarter report to Council:
The Swan River fire department has responded to 25 requests for assistance within the Swan Valley with most requests coming within the Town. To date the department has responded to 19 incidents within the town comprising of 8 activated alarms, 7 fire related calls including 2 structure fires, 2 motor vehicle incidents, 1 public safety call and a response for the called state of emergency. These accumulated to a total of 376.02 man hours.
Within the boundaries of the Municipality of Swan Valley West we have responded to 4 incidents which include 3 motor vehicle incidents and 1 vehicle fire for a total of 38.55 man hours. Also 2 responses were made for 2 incidents involving the Municipality of Minitonas-Bowsman. These were both fire related and involved 49 man hours. Currently the 25 requests for aid have resulted in a combined 463.57 man hours in comparison to the 26 calls and 347.30 man hours at this time last year. The department has attended 2 mutual aid requests and has asked for mutual aid support twice. Both water rescue and grass fire equipment have been made ready for use should the situation arise.
Training is an ongoing and important component of the department. To date regular sessions have been held including topics varying from fire and scba operation to Tiger Dam use. We also utilized the Manitoba Emergency Services College and have had successful completion of Rural Company Officer and F1 High Hazard Occupancy Inspection Courses. Along with the attendance of the MESC courses we have and will be hosting courses in Basic Pump Operations and Vehicle Extrication. With the completion of these courses we will have 16 members trained in Pump Operations and 19 in Vehicle Extrication. To date the department has 534 man hours invested in training with an average attendance of 17 firefighters at regularly scheduled training sessions.
With spring approaching we are preparing for the many tours and public education events that occur. The public education trailer provided by the OFC and Red River Insurance is prepped and ready for operation and plan are in progress for rodeo and Canada Day events.
As always inspections are ongoing with no major difficulties to date. We are currently reviewing our inspection lists for update to accommodate the required F1 inspections required by the province.
