The members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 6th day of June, 2017 A.D. at 7:00 p.m.

RESOLVED THAT the Agenda be adopted as amended.

2. L. Mychalchuk – L. Hutman
RESOLVED THAT the minutes of the Regular Meeting of Council held on May 16th, 2017 and the Special Meeting of Council held on May 30th, 2017 shall be adopted as circulated.
Carried.

3. C. Densen – J. Caruk
WHEREAS the Municipality of Minitonas-Bowsman and the Town of Swan River have had purchases service agreements in the past; and
WHEREAS the Municipality of Minitonas-Bowsman has met with the Town of Swan River to negotiate the possible terms of new Purchased Service Agreements which includes landfill, fire, recreation and extra services as agreed upon; and
WHEREAS the Council for the Municipality of Minitonas-Bowsman feels that these new Purchased Service Agreements are in the best interest of the Municipality.
THEREFORE BE IT RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to sign a 3 year agreement with the Town of Swan River for Purchased Services.

RESOLVED THAT By-law No. 5/2017, being a By-law of the Municipality of Minitonas-Bowsman for the purpose of adopting a Financial Plan for 2017 Fiscal Year, shall be introduced and read a first time this 6th day of June, 2017 A.D.

5. L. Mychalchuk – C. Densen
RESOLVED THAT By-law No. 4/2017, being a By-law of the Municipality of Minitonas-Bowsman for the purpose of amending the By-law No. 3/2016 authorizing the expenditure and borrowing of money for the Wastewater Lagoon Upgrade as a local improvement, shall be read a second time this 6th day of June, 2017 A.D.

RESOLVED THAT By-law No. 4/2017, being a By-law of the Municipality of Minitonas-Bowsman for the purpose of amending the By-law No. 3/2016 authorizing the expenditure and borrowing of money for the Wastewater Lagoon Upgrade as a local improvement with the following amendment as required by the Manitoba Municipal Board:
In the third “Whereas” Clause, after “borrow from”, insert “the Minister of Finance of the”, shall be read a third time this 6th day of June, 2017 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

RESOLVED THAT the Council of Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

8. J. Caruk – L. Hutman
RESOLVED THAT the attached requests for leave shall be approved by the Council for the Municipality of Minitonas-Bowsman

9. L. Hutman – L. Mychalchuk
WHEREAS beavers can cause many issues for municipalities in regards to infrastructure and farmland; and
WHEREAS the Municipality of Minitonas-Bowsman has received the attached letter and resolution from the RM of Mountain asking for support in regards to having the AMM lobby the Province of Manitoba to jointly create a sustainable Water Management Strategy.
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to support the RM of Mountain and the aforementioned resolution that will be submitted to the AMM.

RESOLVED THAT an ad shall be placed in the Star & Times to honor the 2017 graduates as well as on ValleyBiz.

11. J. Caruk – G. Bartel
RESOLVED THAT we do hereby agree to amend the ‘Snowplowing and Grading of Lanes’ Policy as per the attached.
Carried.

12. G. Bartel – C. Densen
WHEREAS the recruitment and retention of health care professionals is very important to the municipalities of the Swan Valley including the Municipality of Minitonas-Bowsman and their residents; and

WHEREAS the Municipality of Minitonas-Bowsman has received the attached copy of a resolution that was passed by the Municipality of Swan Valley West in regards to having the AMM lobby the Province of Manitoba “…to match funds up to a level of $10.00 per capita as a provincial contribution to all municipalities that levy taxes and set up segregated funds exclusively for the recruitment and retention of health care professionals.”
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to support the Municipality of Swan Valley West and the aforementioned resolution that will be submitted to the AMM.

RESOLVED THAT we do hereby accept the resignation of Sheldon Skulmoski effective June 9th, 2017, with regrets.

14. L. Hutman – L. Mychalchuk
WHEREAS resolution #11 was passed on November 12th, 2014, by the RM of Minitonas approving a subdivision of PT of NE ¼ SEC. 14-38-25 WPM (Muller) (File 4/419-2014-7186); and
WHEREAS a revised Conditional Approval from Community Regional Planning Branch was received on October 25th, 2016 stating that the applicants were required to provide a plan drawing by a Manitoba Land Surveyor in order to comply with Conditional Approval; and
WHEREAS the Municipality received a letter from the applicants requesting an easement to the proposed subdivision to have legal access to the property.
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to grant a 12’ easement along Public Drain 1147 to the applicants.

RESOLVED THAT the attached changes shall be made to civic addressing on Cleaveley Street in Minitonas.
BE IT FURTHER RESOLVED THAT the landowners of the affected properties shall be notified by letter of the changes.

16. L. Hutman – G. Bartel
RESOLVED THAT the Council for the Municipality of Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-law.
Carried.

RESOLVED THAT we do now adjourn at 11:25 p.m. to meet again on June 20th, 2017 at 7:00 p.m. for the next regular meeting of council.
