WHEREAS the Council for the Municipality of Swan Valley West has reviewed the Service Plan presented by the Benito LUD Committee and agrees to their recommendation for costs to be borne by the ratepayers in the Benito Local Urban District;
THEREFORE BE IT RESOLVED that we do hereby agree adopt said Service Plan as submitted, with all costs to be incorporated into the 2017 Financial Plan for the Municipality of Swan Valley West.

RESOLVED that the 2015 Audited Financial Statement for the Municipality of Swan Valley West shall be received by the members of council, and;
BE IT FURTHER RESOLVED that a notice shall be posted at the Municipal Office in Swan River and the Satellite Office in Benito, as well as in the local newspaper, to notify the public that the aforementioned audit is now available for review.

RESOLVED that we do hereby approve the attendance of the Urban Assistant Foreman at the Red River College – Wastewater Treatment Course to be held in Winnipeg from May 29th, 2017 to June 3rd, 2017 and that all applicable costs shall be borne by the municipality in accordance with current municipal policies and by-laws.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the letter from Tom Koehn, resigning as Deputy Fire Chief of the Benito Fire Department with regrets and;
BE IT FURTHER RESOLVED that we do hereby acknowledge that Mr. Koehn plans to remain an active member of the Benito Fire Department with sincere appreciation for his services and commitment to the municipality.

WHEREAS the owners of PT. NW ¼ SEC. 22-37-27W have made application to subdivide their property, and;
WHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Indigenous and Municipal Relations dated March 24th, 2017 and have no objections to aforementioned subdivision;
THEREFORE BE IT RESOLVED we do hereby approve the subdivision of the aforementioned property, provided all conditions and requirements are met as included with the above noted letter.

RESOLVED that the Animal Control Report for the month of March, 2017 shall be received by the Council for the Municipality of Swan Valley West, and that payment for said services shall be approved as submitted.

WHEREAS the Provincial government is sovereign in all matters of providing health care to the citizens of Manitoba, and;
WHEREAS challenges in recruitment and retention of health care professionals has led to the Province having difficulties living up to its sovereign obligation to provide health care in some areas of the Province of Manitoba: and;
WHEREAS it has become necessary for some Municipal governments to assist in the recruitment and retention of health care professionals and levy taxes to make such assistants possible; and
WHEREAS it has become evident that a joint Provincial and Municipal collaborative effort has not only led to more community and stake holder participation. It is also working very effectively and will be necessary for the foreseeable future in many areas of the province;
NOW THEREFORE BE IT RESOLVED that the AMM shall be asked to lobby the Province of Manitoba to match municipal funds up to a level of $10.00 dollars per capita as a Provincial contribution to all Municipalities that levy taxes and set up segregated funds exclusively for the recruitment and retention of the health care professionals.

WHEREAS the Building Inspector has assessed the condition of the structures on the following properties owned by the Municipality of Swan Valley West and found them to be beyond repair;

THEREFORE BE IT RESOLVED that we do hereby authorize the Superintendent of Public Works and the Chief Administrative Officer to make the necessary arrangements to obtain permits and make arrangements for the demolition of the structures on the above noted properties as soon as is practical and municipal equipment and manpower are available, and;
BE IT FURTHER RESOLVED that the actual costs for equipment and staff shall be charged to the Benito LUD Budget as provided by the LUD Committee in the 2017 Service Plan.

WHEREAS By-Law # 02/13 (8) of the former Village of Benito states the following with regards to Outstanding Utility Bills;
“Pursuant to Section 252(2) of the Municipal Act, the amount of all outstanding charges for water and sewer services, including fines and penalties, are a lien and charge upon the land serviced, and shall be collected in the same manner in which ordinary taxes upon the land are collectible, and with like remedies.”
“Where charges and penalties pursuant to this by-law are not paid within sixty (60) days from the date when they were incurred, said charges and penalties shall be added to the taxes on the property and collected in the same manner as other taxes.”
AND WHEREAS notices have been sent in accordance with the aforementioned by-law, and attempts have been made to provide ample opportunity to make payment and bring the account in good standing;
THEREFORE BE IT RESOLVED that the outstanding balance of the attached list of Utility Accounts shall be moved to the taxes for the associated properties effective April 13th, 2017 provided said amount remains outstanding at the time.

RESOLVED that the Council for the Municipality of Swan Valley West, shall hereby receive the Report from the Deputy Reeve and the Superintendent of Public Works regarding emergency drainage and, having reviewed said report, agree with the recommendation to forward said report to the Municipality of Minitonas Bowsman for review and consideration.

RESOLVED a “Canada 150 Grant” in the amount of $150.00 shall be made to the Benito Ladies Auxiliary of the Royal Canadian Legion Branch #228 by the Municipality of Swan Valley West for the display being created to honor the local veterans.
