Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Friday, March 10th, 2017 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize District Fire Chief Forbes to act as agent of the municipality, to bid on and purchase property on behalf of the municipality up to the maximum as outlined in Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT the Agenda for the March 10th, 2017 Regular Meeting of Council be adopted as presented.

RESOLVED THAT Cheque Nos. 20170236 to 20170288 be approved for payment in the amount of $84,921.21, including 5,776.75 for Council indemnities, as per By-Law 03/16, and Direct Deposit Payroll in the amount of $3,790.94, attached hereto as Schedule ‘A’.
AND FURTHER BE IT RESOLVED THAT the direct payment amount of $4,763.75 for Receiver General February 2017 be approved for payment.

WHEREAS an LUD must consult with Council before adopting its service plan [MA 119(2)];
AND WHEREAS the LUD of Birch River has prepared and presented a service plan to Council;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby adopt the service plan as submitted by LUD of Birch River [MA 120(1)(b)], attached hereto as Schedule ‘A’.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby be authorized to attend the IMCD Annual Banquet in Dauphin, MB on April 13th, 2017:

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the Application(s) for Licence(s) to Construct Water Control Works as attached hereto in Schedule ‘A’.

WHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.

BE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

WHEREAS Council has undertaken a review of solid waste management in the municipality;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby terminate manned garbage collection at Bellsite Community Centre effective immediately.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of Parkland Tourism for a donation in the amount of $50.00.

BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be adjourned to meet again on March 22nd, 2017.
