Minitonas-Bowsman Minutes – October 4, 2016

Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 4th day of October, 2016 A.D. at 7:00 p.m.

1. S.Walmsley – L.Mychalchuk
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J.Caruk – G.Bartel
RESOLVED THAT the minutes of the Regular Meeting of Council held on September 20th, 2016 shall be adopted as circulated.
Carried.

3. L. Mychalchuk – C. Densen
WHEREAS the Municipality has received correspondence from E911/ Police Emergency Communication regarding an increase to the Annual Service Fees effective January 1st, 2017; and
WHEREAS 911 is an essential service for the Municipality’s residents and ratepayers;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby agree to $4.01 per resident per annum as per the attached letter.

4. C.Densen – G. Bartel
WHEREAS the Provincial Government has reduced the funds to the Swan Valley District Recreation Commission for the 2016/2017 year in regards to the Recreation Opportunities: Partners Leisure Program (ROP) as well as cancel the ROP Training Allocation; and
WHEREAS Council feels that any amount of reduction is detrimental to the Commission and the Municipality;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman will send a letter to the local MLA requesting that the reduction in funding as well as the cancellation of the training allowance be reviewed and increased and/or reinstated for the 2017/2018 Provincial Budget year.

5. L.Mychalchuk – S.Walmsley
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Overtime Reports as submitted.
BE IT FURTHER RESOLVED THAT the aforementioned overtime shall be banked for future use or paid out with the next regular payroll as indicated on the employee’s report.

6. G.Bartel – S. Walmsley
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

7. S. Walmsley – L.Mychalchuk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby designate the date of November 5th, 2016 as the Lenswood Community Event known as the ‘Lenswood Harvest Wind up Dance’.
Carried. `

8. G.Bartel – C.Densen
RESOLVED THAT we do hereby approve the attendance of the CAO and the Assistant CAO at the “ How to Develop an Accessibility Plan” workshop in Brandon, MB on October 20th, 2016 and;
BE IT FURTHER RESOLVED THAT all applicable expenses related to said meeting will be paid in accordance with current Municipal Policies and By-Laws.

9. G. Bartel – L.Mychalchuk
WHEREAS a request has been made for consideration of a “Special Rate” for usage of the Minitonas Town Hall;
THEREFORE BE IT RESOLVED THAT the attached “Special Rate” shall be adopted as requested.
Carried.

10. L.Mychalchuk – S.Walmsley
RESOLVED THAT all members of Council as well as the CAO shall be authorized to attend the upcoming AMM Convention in Winnipeg, MB November 21st -23rd, 2016.
BE IT FURTHER RESOLVED THAT all applicable expenses related to said meeting will be paid in accordance with current Municipal Policies and By-Laws.

RESOLVED THAT we do now adjourn at 10:58 p.m. to meet again on October 18th, 2016 at 7:00 p.m. for the next regular meeting of council.
