Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 17th day of May, 2016 A.D. at 7:00 p.m.

RESOLVED THAT the agenda be adopted as amended.

2. L. Hutman – J. Caruk
RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

RESOLVED THAT the minutes of the Regular Meeting of council held on May 3rd, 2016 shall be adopted as circulated.
Carried.

RESOLVED THAT the Financial Statement for the month ending April 30th, 2016 shall be approved as presented.
Carried.

5. G. Bartel – L. Hutman
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 1885 to 1998 inclusive, amounting to $322,953.70.
Carried.

6. J. Caruk – L. Hutman
RESOLVED THAT the Swan Valley Municipal Airport Commission Financial Statements for the year ending December 31st, 2016 shall be received.
Carried.

7. G. Bartel – L. Hutman
RESOLVED THAT Council of the Municipality of Minitonas-Bowsman hereby requests the Minister of Local Government grant an extension to June 30th, 2016 to submit our Financial Plan for 2016.

8. L. Hutman – G. Bartel
WHEREAS the Municipality of Minitonas-Bowsman has received confirmation of funding for 3 summer employment positions under the HomeTown Green Team Program; and
WHEREAS only 2 applications have been received during the original advertised application period;
THEREFORE BE IT RESOLVED THAT the Council agrees to hire Morgan Cryderman and Ryland Hanson for 2 of the aforementioned positions, with a start date of June 27th, 2016 and a completion date of August 31st, 2016 and;
BE IT FURTHER RESOLVED THAT the wages shall be set as attached hereto.
BE IT FURTHER RESOLVED THAT a second advertised application period shall be placed in the Star and Times and on Valley Biz for a period of 2 weeks starting May 24th, 2016 for the 3rd position.

WHEREAS the Municipality of Minitonas-Bowsman has received confirmation of funding for 1 summer employment position under the Canada Summer Jobs Program;
THEREFORE BE IT RESOLVED THAT an ad shall be placed in the Star & Times and on ValleyBiz for a period of 2 weeks, advertising the position of Summer Labourer under the aforementioned Program starting June 27th, 2016 and ending August 26th, 2016 and;
BE IT FURTHER RESOLVED THAT the deadline for applications shall be set at 4:30 p.m. on Friday June 3rd, 2016.

RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to adopt the policy as per Schedule ‘A’ attached hereto.

WHEREAS the Municipality of Minitonas-Bowsman has hired Stantec Consulting Ltd to complete a hydrologic investigation, hydraulic analysis and preliminary engineering for a structure replacement at a stream crossing referred to as Flood Site 106 /2013; and

WHEREAS the original Engineers Flood Damage Report consisted of replacing the ford crossing with a 16. 0 m long bridge; and

WHEREAS after the completion of the hydraulic analysis the Municipality has received a recommendation from Stantec for a 3- span 24.0 m long bridge instead of the 16.0 m long bridge in order to meet the hydraulic, environmental and fish passage requirements; and

WHEREAS the members of Council feel it is important to have a structure that will withstand any future flooding events and guarantee uninterrupted access to infrastructure and crop producing lands;

THEREFORE BE IT RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby approve the recommendation by Stantec Consulting Ltd for a 3- span 24.0 m long bridge and request that they continue with the detailed design; and;

BE IT FURTHER RESOLVED THAT all costs incurred for the aforementioned repairs shall be covered under the Disaster Assistance Program for the year 2013.

BE IT FURTHER RESOLVED THAT the Chief Administrative Officer be authorized to sign the Professional Services Agreement Change Order on behalf of the Municipality.

RESOLVED THAT we do hereby agree to pay the Gravel Holdback to Campbell Construction as per the attached.
Carried.

13. J. Caruk – L. Hutman
RESOLVED THAT we do hereby approve the attendance of the Assistant CAO at the Accessibility Plan Workshop in Dauphin, MB. on May 26th, 2016 and;
BE IT FURTHER RESOLVED THAT all applicable expenses related to said workshop will be paid in accordance with current Municipal Policies and By-Laws.

14. G. Bartel – L. Hutman
RESOLVED THAT the council shall make available applications for nominations for the ‘Municipality of Minitonas-Bowsman Volunteer Award’ beginning June 1st, 2016, and;
BE IT FURTHER RESOLVED THAT the deadline for submission shall be set at June 21st, 2016 and shall be presented at the July 1st ‘Canada Day’ Pancake Breakfast.

15. J. Caruk – G. Bartel
RESOLVED THAT CAO, Kasey Chartrand shall hereby be authorized to make an application to Manitoba Conservation for the application of the attached list of pesticides for rural weed control during the 2016 calendar year.
Carried.

16. L. Hutman – J. Caruk
RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to submit the water & wastewater projects that are being considered over the next five years to the Manitoba Water Services Board;
BE IT FURTHER RESOLVED THAT Council will be seeking technical and financial assistance from the MWSB within the next five years for the aforementioned projects.

17. G. Bartel – J. Caruk
RESOLVED THAT the Swan Valley Settlement and Immigrant Services Inc. has requested funding; and
WHEREAS the Municipality of Minitonas-Bowsman Council has discussed the involvement of the municipality with the organization, at great length;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to fund Swan Valley Settlement and Immigrant Services Inc. for the year 2016.
BE IT FURTHER RESOLVED THAT the Municipality of Minitonas-Bowsman will not provide any funding in the years following 2016.

RESOLVED THAT we do hereby agree to enter into the attached Building Inspector Agreement.

RESOLVED THAT we do now adjourn at 8:55 p.m. to meet again on June 7th, 2016 at 7:00 p.m. for the next regular meeting of council.
