Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 18th day of January, 2016 A.D. at 7:00 p.m.

1. S. Walmsley – L. Mychalchuk
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. C. Densen – L. Hutman
RESOLVED THAT Stuart Walmsley shall be appointed as Finance Chair for this council meeting.
Carried.

3. G. Bartel – J. Caruk
RESOLVED THAT the minutes of the Regular Meeting of Council held on January 5th, 2016 shall be adopted as circulated.
Carried.

4. C. Densen – L. Hutman
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 1406 to 1541 inclusive, amounting to $725,823.52.
Carried.

5. G. Bartel – C. Densen
WHEREAS Council has received a Progress Estimate for the Site 9-2012 as well as the Contractors Invoices for additional costs and the holdback; and
WHEREAS Stantec has reviewed the invoice and recommends that the Municipality make payment in full as indicated.
THEREFORE BE IT RESOLVED THAT we do herby agree to pay the attached invoices and authorize the CAO to sign the Progress Estimate as required.

6. S. Walmsley – L. Mychalchuk
WHEREAS section 165(1) of The Municipal Act requires that a municipality must obtain written approval from the Minister for a deficit incurred by the General Operating Fund; and
WHEREAS the former Town if Minitonas incurred an operating deficit of $25,809 as per the 2014 Audited Financial Statement due to extra repairs to the fire truck, extra snowplowing costs and various other extra expenditures:
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman request permission from the Minister for approval of the General Operating Fund Deficit of $25,809 incurred by the Town of Minitonas; and
FURTHER BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman request approval to recover the deficit from the 2016 Financial Plan.

7. L. Mychalchuk – L. Hutman
RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to renew our membership with the Swan Valley Chamber of Commerce as per the attached invoice.
Carried.

8. G. Bartel – S. Walmsley
RESOLVED THAT all members of Council as well as the CAO and Assistant CAO shall be authorized to attend the upcoming G4 meeting in Swan River, Manitoba on February 1st, 2016.
BE IT FURTHER RESOLVED that all applicable expenses related to said meeting will be paid in accordance with current Municipal Policies and By-laws.

9. J. Caruk – C. Densen
RESOLVED THAT we do hereby agree to send a letter of support for the Swan Valley Historical Museum in regards to their Manitoba Community Places Grant application for roof repairs to the Bowsman CN Station.
Carried.

10. L. Mychalchuk – L. Hutman
RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to adopt the policies as per Schedule ‘A’ attached hereto.

11. C. Densen – S. Walmsley
RESOLVED THAT we do hereby agree to enter into an agreement with MTS Inc. regarding Province Wide E9-1-1 Emergency Reporting Services.
BE IT FURTHER RESOLVED THAT the Reeve and CAO shall be authorized to sign the aforementioned agreement on behalf of the municipality.

12. J. Caruk – L. Mychalchuk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the list of Committee Appointments for 2016 as attached hereto.
Carried.

13. S. Walmsley – L. Hutman
RESOLVED THAT we do hereby agree to apply for a youth position for the summer months under the Canada Summer Jobs Program 2016.
Carried.

14. C. Densen – S. Walmsley
WHEREAS it is evident that there is a need for a School Age Child Care Program in Minitonas; and
WHEREAS the Municipality of Minitonas-Bowsman has received a letter from the Sunflower Early Learning Centre Board stating they have received approval from the Swan Valley School Division Board regarding the operation of the “before and after school age child care program” in the Minitonas Early Years School;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman Council does support the implementation of the aforementioned program and wishes the Sunflower Early Learning Centre Board all the best in their pursuit of this endeavor.

RESOLVED THAT we do now adjourn at 11:00 p.m. to meet again on February 2nd, 2016 at 7:00 p.m. for the next regular meeting of council.
