Minutes of the Regular Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chambers at 216 Main Street West, Swan River, Manitoba on this 13th day of October, 2015 at 6:20 p.m.

RESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to the public to discuss Human Resource Issues.

RESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on September 22nd, 2015 and the Special Meetings held on October 2nd, 2015 and October 5th, 2015 shall be adopted as presented. Carried:

RESOLVED that the Rural Foreman’s Report submitted to council on Tuesday, October 13th, 2015 and the Urban Foreman’s Report submitted to council for the month of September, 2015 shall be accepted as received.

RESOLVED that, after discussion with Mr. Schure regarding the conditions placed on his subdivision application, al letter will be issued to Community and Regional Planning – Dauphin Branch expressing said concerns, and;
BE IT FURTHER RESOLVED that the meeting previously set to be organized with local area landowners regarding a public access road shall be cancelled.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the Land Owner Agreements for Drainage Works on the following properties;
– NE ¼ 33-36-29WPM
– E ½ 10-36-28WPM
– NW ¼ 1-37-29WPM
AND BE IT FURTHER RESOLVED that the Reeve and Interim-Acting CAO shall be authorized to sign said agreements on behalf of the Municipality.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the recovery of the 2014 deficit realized in the Benito Utility Fund from the Utility Operating Surplus.

RESOLVED that Urban Animal Control Officer’s Report for the month of September, 2015 shall be received, and the payment of expenses related to said services shall be approved as submitted, a copy of which is attached hereto.

RESOLVED that the Council of the Municipality of Swan Valley West shall adopt the attached ‘Formal Report – Employee Performance/Behavior Concerns’ and shall include said form as part of the new HR Management Policy.

RESOLVED that the Council of the Municipality of Swan Valley West does hereby approve the attendance of the CAO at the MMAA Seminar regarding the pursuit of administrative/political alignment to be held in Winnipeg on December 11th and 12th, 2015 and that all applicable costs shall be paid in accordance with the current municipal policies and by-laws.

RESOLVED that the Council of the Municipality of Swan Valley West shall hold a Public Hearing on November 17th, 2015 at 7:00 p.m. regarding the Zoning Amendment application submitted for Part of NE ¼ 18-36-27WPM, and will cause notice to be issued in accordance with the Planning Act.

RESOLVED that the Council of the Municipality of Swan Valley West shall advertise the position of Chief Administrative Officer with a deadline for applications to be set for October 30th, 2015, and shall hold a meeting to review applications on November 3rd, 2015 at which time they will arrange interviews.

RESOLVED By-Law No. 0042-2015, being a by-law of the Municipality of Swan Valley West for the purpose of establishing the positions of designated officer for the Municipality, shall be introduced and read a first time this 13th day of October, 2015.

With reference to agenda item No.4.14 dated October 13th, 2015 regarding a Quote for Services – Northern Specialties, Councillor David Minish, a member of council, disclosed a personal interest in the matter before council.

RESOLVED that the Council for the Municipality of Swan Valley West approves the purchase of a pump for the Benito Well from M&M Drilling and the travel and labor costs associated with the delivery and installation of said pump as per the quote submitted October 13th, 2015.

WHEREAS the Manitoba Wildlife Federation has presented that night lighting is a dangerous hunting practice and;
WHEREAS the Municipality of Swan Valley West agrees with the contents of Resolutions No. 1 and 2 sent January 30th, 2015, by MBP;
THEREFORE BE IT RESOLVED that the Council does hereby agree to offer a letter of support for the MWF in its efforts to lobby the Province of Manitoba to ban all night lighting and better define those areas where night lighting is dangerous.

WHEREAS the Council for the Municipality of Swan Valley West believes the SVSFE Program enhances the Swan River Valley in many ways;
