Minutes of the Regular Council meeting of the Rural Municipality of Mountain held Wednesday, November 4, 2015 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.

BE IT RESOLVED THAT the Agenda for the November 4th, 2015 Regular Meeting of Council be adopted as presented.

BE IT RESOLVED THAT the Minutes of the October 21st, 2015 Regular Meeting of Council be adopted as presented, all requirements having been complied with.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby grant a leave of absence for Ward 1 Councillor from the regular meetings of Council held:
September 23rd, 2015;
October 7th, 2015; and
October 21st, 2015
Pursuant to The Municipal Act [94(1)(a)];

AND FURTHER BE IT RESOLVED THAT leave of absence shall be granted without payment of regular or any other indemnity (including insurance premiums) pursuant to Compensation By-Law No. 02/14 [Section 9].

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby make Committee Appointments as per Schedule ‘A’ attached hereto.

WHEREAS service of First Notice of Tax Sale Auction could not be effected on all property owners within the time frame prescribed in Section 367(1) of The Municipal Act;
AND WHEREAS pursuant to Section 369(1)(c) of The Municipal Act, a municipality may adjourn the auction of all properties offered for sale;
BE IT RESOLVED THAT the Rural Municipality of Mountain adjourn the tax sale scheduled for November 5th, 2015 to March 15, 2016;
AND THAT pursuant to Section 369(2) a Notice of the Adjournment be posted in the municipal office.

BE IT RESOLVED THAT By-Law No. 05/15, being a By-Law to provide for water rates in the LUD of Mafeking and the collection thereof, be introduced and given first reading.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
BE IT RESOLVED THAT Council of the RM of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby recognize Dr. Mohinder Singh for years of dedicated community service as per Community Service Award Nomination Form attached hereto.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby award the 2015/2016 Snow Clearing Contract for Mafeking as per Schedule ‘A’ attached hereto.

WHEREAS By-law No. 09/11 allows Council to extend the time of adjournment after curfew by one half hour;
THEREFORE BE IT RESOLVED THAT the regular meeting of Council of the Rural Municipality of Mountain be extended to 5:00 pm.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the RFQ [Request for Quotation] from Wolseley, attached hereto as Schedule ‘A’, for utility meter valves & fittings.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain is hereby in agreement with the closing of road allowances by the Minister of Infrastructure and Transportation to facilitate the transfer of land regarding SCN TLE selection attached hereto in Schedule ‘A’.
