Minutes of the regular Council meeting of the Rural Municipality of Mountain held Wednesday, October 7th, 2015 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:00 A.M. by Deputy Reeve Connie Forbes, quorum being present.

BE IT RESOLVED THAT the Agenda for the October 7th, 2015 Regular Meeting of Council be adopted as amended.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain accept the Financial Statement for the months ending August 31st, 2015 and September 30th, 2015 as presented.

WHEREAS Swan Valley Regional Initiative for a Strong Economy (SV RISE) has requested a 3-year funding commitment for 2016-2018 as attached hereto in Schedule ‘A’;
BE IT RESOLVED THAT Council of the RM of Mountain approve membership in SV RISE for the year 2016 and authorize payment for same.

Deputy Reeve Forbes declared an interest for Res. No. 381/15 and left the meeting.

BE IT RESOLVED THAT Cheque Nos. 20151127 to 20151191 be approved for payment in the amount of $76,069.63, including $4,143.57 for Councillor Indemnities, as authorized by By-Law 02/14.

WHEREAS an Animal Control Complaint was received in the LUD of Birch River and the owner was charged [Schedule ‘A’];
AND WHEREAS a Hearing regarding the matter was held on October 7th, 2015;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby dispose of the charges as attached hereto in Schedule ‘A’.

AND THAT the Chief Administrative Officer is hereby authorized to sign on behalf of the Rural Municipality of Mountain.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve Building Permit #2015-07 for Prairie Forest Products, NW 14-40-26W subject to the following conditions:
Receipt and approval of Development Permit;
AND THAT the Chief Administrative Officer is hereby authorized to sign on behalf of the Rural Municipality of Mountain.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve Subdivision No. 4-617-15-7248 in the SW of 26-40-26 WPM (Wozny);
With the following conditions:
Overdue taxes, if any, are required to be paid as a condition of final approval.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby enter into a Rental Agreement for 2.02 acres on SW 6-33-20 WPM, Pulp River, MB, Terms and Conditions as attached hereto in Schedule ‘A’;
AND THAT the CAO be authorized to sign on behalf of the municipality.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby award the 2015/2016 Snow Clearing Contract for Birch River as per Schedule ‘A’ attached hereto.

WHEREAS Community Futures, Cedar Lake Region has been redefined;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain recommend Brad Wyatt be appointed as representative to the Board.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve the transfer of street light within the LUD of Pine River as per Schedule ‘A’ attached hereto;
AND THAT the CAO be authorized to sign on behalf of the Municipality.

WHEREAS the Manitoba Wildlife Federation (MWF) has presented that night lighting is a dangerous hunting practice;
THEREFORE BE IT RESOLVED THAT the Rural Municipality of Mountain support the MWF in lobbying Manitoba Conservation to ban all night lighting within the Province of Manitoba.
