RESOLVED that the Audited Financial Statement for the Swan Lake Watershed CD for their 2014/2015 Fiscal Year shall be hereby received.

WHEREAS the owners of PT N.W. ¼ SEC.36-36-28WMP have made application to subdivide the property and have been granted Conditional Approval by Manitoba Municipal Government, Community Planning Branch in Dauphin, and;
WHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated July 22nd, 2015 and has no objections to the proposed subdivision;
THEREFORE BE IT RESOLVED we do hereby approve the subdivision of the aforementioned property, provided the requirements and conditions set out in the above noted letter from Manitoba Community and Regional Planning, Dauphin are met.

WHEREAS the Benito LUD Committee has reviewed the applications submitted for the position of Part-Time PW Labourer for Benito and chose their preferred candidate for this position as shown on the copy of Resolution No. 5 dated July 21st, 2015, a copy of which is attached hereto, and;
WHEREAS the Council for the Municipality of Swan Valley West accepts said recommendation as submitted;
THEREFORE BE IT RESOLVED that Morgan Kushniryk shall be appointed to the position of Part-Time Urban Public Works Labourer under the terms and conditions outlined in the Employment Offer attached hereto, with a start date of September 1st, 2015 (or as determined by the Urban Foreman) and upon completion of his duties as Summer Student.

WHEREAS the Benito Office Manager has submitted the attached recommendation for cleaning the Benito Municipal Office, and;
WHEREAS the Council for the Municipality of Swan Valley West accepts said recommendation as submitted;
THEREFORE BE IT RESOLVED that Allison Sommerville shall be hired for the Part-Time Position as outlined on the aforementioned recommendation attached hereto from July 28th, 2015 to December 31st, 2015 under the terms and conditions on the contract offer attached hereto.

WHEREAS the Benito LUD Committee has submitted the attached proposal for the Benito Disc Golf Course, and;
WHEREAS the Council for the Municipality of Swan Valley West accepts said proposal as submitted;
THEREFORE BE IT RESOLVED that an outdoor washroom facility and signage shall be purchased as noted on the attached proposal and any future costs for cleaning and maintenance shall be included in future budgets under the Benito LUD’s costs for Recreation and Cultural Services.

RESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to the public to discuss Pending Legal Issues, a Tax Reduction Request, Town of Swan River Shared Services, Benito Property Concerns, and Employee Concerns.

RESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re- opened to the public.

WHEREAS the Council for the Municipality of Swan Valley West passed the attached resolution on June 9th, 2015, and;
WHEREAS there may be an alternate route that is more cost effective for the completion of the project and said route may not pose a risk to municipal infrastructure;
THEREFORE BE IT RESOLVED that we do hereby agree to a temporary trial period for 3 days during which time the alternate route will be used by Nelson River Construction Inc. for up to one half of their trucks as follows;
1 ½ miles South on Rd#166W
1 ¾ miles East on Rd #218N
½ mile North on Rd #165W
2 Miles East on Lobster Road
2 ½ miles South on Rd #163W
4 miles East on Road #216N to PTH #10
BE IT FURTHER RESOLVED that a speed limit of 50 km/h will be placed on Rd #216N from Rd #161W to PTH #10 and the Transportation Committee will inspect this portion of municipal roadways with the Public Works Foreman to determine whether the road can withstand the heavy traffic for the duration of the project or the original route agreed to on June 9th, 2015 will remain unchanged.
