Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 21st day of July, 2015 A.D. at 7:10 p.m.

RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

RESOLVED THAT the Agenda be adopted as amended.

3. L. Hutman – C. Densen
RESOLVED THAT the minutes of the Regular Meeting of Council held on July 7th, 2015shall be adopted as circulated.
Carried.

4. C. Densen – J. Caruk
RESOLVED THAT the Financial Statement for the month ending June 30th, 2015 shall be approved as presented.
Carried.

5. L. Mychalchuk – L. Hutman
RESOLVED THAT we do hereby authorize payments of the List of Accounts numbered 633 to 770 inclusive, amounting to $469,848.30.

6. S. Walmsley – L. Hutman
RESOLVED THAT we do hereby approve the repairs to the Bowsman Fire Truck as per the attached quote.
Carried.

7. J. Caruk – L. Mychalchuk
WHEREAS the Council of the Municipality of Minitonas-Bowsman has reviewed the Municipal Rights-of-Way Application submitted by MTS regarding file no. 9124622 and has no objections to said application;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to sign in approval of said application with a request for MTS to provide 48 hours notice to the municipality prior to commencement of any works on municipal rights-of-way.

8. S. Walmsley – L. Hutman
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT of W ½ Sec. 35-38-26 WPM (HIGHMOOR) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS there are concerns and recommendations from MAFRD and MIT but no formal objections from any of the government departments or agencies in response to the above noted subdivision; and
WHEREAS the application has been reviewed by the council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the member of council;
THEREFORE BE IT RESOLVED THAT the Council of Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Local Government, Community Planning services dated July 13th, 2015 with the only condition being that the MTS Easement be completed as required.

RESOLVED THAT the 2014 – 2015 audited financial statement for the Swan Lake Watershed CD shall be received by the Council of the Municipality of Minitonas-Bowsman.
Carried.

10. J. Caruk – S. Walmsley
WHEREAS the Municipality of Minitonas-Bowsman Council recognizes the importance of attracting immigrants and assisting them in settling into the municipality, and into the Swan River Valley from the growth and economic development of our area;
THEREFORE BE IT RESOLVED THAT we do hereby agree to send a letter support on behalf of the Swan Valley Settlement & Immigrant Services for the purpose of requisition Federal Government Funding.

11. G. Bartel – J. Caruk
RESOLVED THAT the Reeve and Chief Administrative Office by authorized to sign the Shared Services Agreement and the Municipal Fire Protection Agreement with the Town of Swan River on behalf of the Municipality of Minitonas-Bowsman.

12. L. Mychalchuk – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman agrees to accept the quote from Lonnie Armistead, for the construction of approximately 750 ft. of walking trails on the Town of Minitonas as per the attached.
Carried.

13. C. Densen – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does herby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.
Carried.

14. S. Walmsley – L. Mychalchuk
WHEREAS the Municipality of Minitonas-Bowsman has reviewed the performance of a Public Works Operator and are prepared to set the wage for the remainder of 2015;
THEREFORE BE IT RESOLVED THAT we do hereby approve the attached Public Works Wage for 2015 as attached hereto, effective July 21st, 2015.

RESOLVED THAT we do now adjourn at 11:15 p.m. to meet again on August 4th at 7:00 p.m. for the next regular meeting of council.
