RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman shall adopt a Code of Conduct for members of Council, a copy of which is attached hereto.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby appoint Larry Mychalchuk as Deputy Reeve of the Municipality.

4. S. Walmsley – L. Mychalchuk
RESOLVED THAT By-law No. 1/2015, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing remuneration for members of council, shall be introduced and read a first time this 5th day of January, 2015 A.D.

RESOLVED THAT By-law No. 1/2015, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing remuneration for the members of council, shall be read a second time this 5th day of January, 2015 A.D.

RESOLVED THAT the Committee Appointments for the Municipality of Minitonas-Bowsman shall be adopted as attached hereto.

WHEREAS the Council of the Municipality of Minitonas-Bowsman may, in accordance with Section 163 of the Municipal Act, adopt an Interim Operating Budget;
THEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the following Interim Operating Budget for the Fiscal Year 2015:
General Fund
General Government Services $200,000.00
Protective Services $35,000.00
Transportation Services $350,000.00
Environmental Health Services $90,000.00
Public Health and Welfare Services $10,000.00
Economic Development Services $30,000.00
Recreation and Culture Services $110,000.00
Fiscal Services $150,000.00
Total Required $975,000.00
Utility Fund
Water and Sewer Services $175,000.00

WHEREAS the Rural Municipality of Minitonas, the Town of Minitonas and the Village of Bowsman have amalgamated as of January 1st, 2015 as per the attached copy of Regulation 141/2014 of The Municipal Amalgamations Act; and
WHEREAS the new Municipality of Minitonas-Bowsman require one bank account; and
WHEREAS payments will be received for the next several months in the names of the old municipalities;
THEREFORE BE IT RESOLVED THAT the council of the Municipality of Minitonas-Bowsman request that these payment be deposited into the new municipal bank accounts at the Swan Valley Credit Union.

RESOLVED THAT we do hereby appoint Carolyn Gordon as Acting CAO for the Municipality of Minitonas-Bowsman and Kasey Chartrand as Acting Assistant CAO for the Municipality of Minitonas-Bowsman until such time as permanent appointment have been made, and;
BE IT FURTHER RESOLVED THAT Carolyn Gordon and Kasey Chartrand shall be appointed as Designated Officers for the municipality and authorized to sign agreements, cheques, transfer slips and other documents as authorized by the Municipal Council.

RESOLVED THAT the council of the Municipality of Minitonas-Bowsman agree to open a Chequing Account with an Operating Line of Credit in the amount of $1,000,000, and;
BE IT FURTHER RESOLVED THAT all Documents, Cheques or Transfer Slips at the Swan Valley Credit Union must be signed by either one of the Acting Chief Administrative Officers, Carolyn Gordon or Acting Assistant CAO, Kasey Chartrand together with either one of the Reeve, Clint Eisner or Deputy Reeve, Larry Mychalchuk.

WHEREAS the Municipality of Minitonas-Bowsman council is in the process of creating their organizational and procedural by-laws;
THEREFORE BE IT RESOLVED THAT the council of the Municipality of Minitonas-Bowsman does hereby agree to hold regular meetings of council every 1st and 3rd Tuesdays of the month at 7:00 P.M. in the interim until such scheduling can be ratified.

12. C. Densen – L. Hutman
RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby approve the trapping of animals by Colten Moshenko & Joey Moshenko at the Minitonas Waste Management Site, and;
BE IT FURTHER RESOLVED THAT there shall be no fees or payments made to either of the above person by the municipality, and;
BE IT FURTHER RESOLVED THAT notice will be posted at the Waste Management Site.

RESOLVED THAT we do now adjourn at 10:20 p.m. to meet again on January 6, 2015 for the next regular meeting of council.
