RM of Minitonas Minutes – December 22, 2014

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 22nd day of December, 2014 A.D. at 6:00 pm.

RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. E. Rinsdorf – D. Kletka
RESOLVED THAT the minutes of the Regular Meeting of Council held on November 12th, 2014 shall be adopted as circulated.
Carried.

3. D. Klekta – E. Rinsdorf
RESOLVED THAT the Financial Statement and Bank Reconciliation for the month ending November 30th, 2014 shall be approved as presented.
Carried.

4. D. Klekta – E. Rinsdorf
RESOLVED THAT Invoice No.101 dated December 16, 2014 submitted by the Swan Lake Watershed Conservation District for work done on the boundary area between the E1/2 11-36-27W and W1/2 12-36-27W shall be approved for payment by the RM of Minitonas Council.

5. E. Rinsdorf – D. Klekta
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 9294 to 9410 inclusive, amounting to $727,000.58.
Carried.

6. D. Klekta – E. Rinsdorf
RESOLVED THAT the transfer of the second installment of the 2014 Federal Gas Tax Funding in the amount of $25,617.60 shall be transferred to the Reserve Account from General Chequing as per the agreement.
Carried.

7. E. Rinsdorf – D. Klekta
RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve a transfer in the amount of $94,375.00 from the municipality’s Gas Tax Fund to provide for the costs of municipal road improvement include as ‘Special Projects’ in the 2014 Budget as attached hereto.

8. D. Klekta – E. Rinsdorf
RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the submission of the attached invoice to the Province of Manitoba for a grant claim under the Municipal Road Improvement Fund in the following amounts;
2013 Intake – $24,795.60
2014 Intake #1 – $24,884.13
2014 Intake #2 – $21,250.00
BE IT FURTHER RESOLVED THAT a transfer in the amount of $75,367.38 shall be made from the municipality’s Gas Tax Fund to provide for their share of the costs as attached hereto.

9. E. Rinsdorf – D. Klekta
WHEREAS the attached recommendation was received from the Town & RM of Minitonas Fire Protection Committee for the purchase of a computer system for the Minitonas Fire Hall and to transfer funds from the Joint Fire Fighting Retainer – Capital Equipment Reserve for said purchase, and;
WHEREAS, in accordance with Town of Minitonas By-Law No. 2/2009, it is necessary for both the Town of Minitonas Council and RM of Minitonas Council to approve all withdrawals from the aforementioned reserve, and;
WHEREAS the Council of the Town of Minitonas has approved said withdrawal at their meeting on December 17th, 2014 through a resolution of council;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the purchase and transfer of $734.40 plus set-up costs from the aforementioned Reserve Account as recommended and;
BE IT FURTHER RESOLVED THAT notice shall be provided to the Minitonas Town Council and the Fire Protection Committee accordingly.

10. E. Rinsdorf – D. Klekta
WHEREAS Manitoba Transportation and Government Service agreed to provide a grant for the maximum amount of $12,391 to undertake improvements to approximately three miles of PR#488 between Road#209N and Road#212N in the Rural Municipality of Minitonas;
AND WHEREAS the attached Statutory Declaration and Schedule ‘A’ along with copies of all applicable invoices have been reviewed by council and are approved for submission;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to submit the aforementioned documents to Manitoba Infrastructure & Transportation to claim the approved 10% Grant for 2014 in the amount of $11,377.48.

11. D. Klekta – E. Rinsdorf
RESOLVED THAT the attached letter of resignation submitted by Brandie McDuff shall be accepted with regrets by the RM of Minitonas Council.

12. E. Rinsdorf – D. Klekta
WHEREAS the year 2013 was declared to be the designated year with regard to the Rural Municipality of Minitonas Tax Sale;
AND WHEREAS all taxes identified as outstanding for the year 2012 and prior have been paid in full or legal arrangements made for the same;
THEREFORE BE IT RESOLVED THAT the 2014 Tax Sale shall hereby be adjourned with respect to any properties with taxes owing for any year prior to 2012.

13. D. Klekta – E. Rinsdorf
RESOLVED THAT the attached Professional Service Agreement submitted by Stantec Consulting Ltd. shall be approved by the RM of Minitonas Council as provided for under the DFA Funding program for Site #31-2014, and;
BE IT FURTHER RESOLVED THAT Deputy Reeve Eisner and CAO Gordon shall be authorized to sign said agreement on behalf of the Municipality.

RESOLVED THAT we do now adjourn the last meeting of the Rural Municipality of Minitonas Council at 9:50 p.m.a
