Town of Minitonas Minutes – November 5, 2014

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 5th day of November, 2014 A.D. at 7:00 p.m.

1. S. Windsor – J. Caruk
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. S. Windsor – D. Bartel
RESOLVED THAT the minutes of the Regular Meetings of the Council of the Town of Minitonas held on October 1st, 2014 and October 15th, 2014 shall be adopted as circulated.
Carried.

3. D. Bartel – S. Windsor
RESOLVED THAT the attached invoice for mileage and design plans for the hall renovation project be paid to J.C. Mitchell in preparation for the Manitoba Community Places Grant Application, and;
BE IT FURTHER RESOLVED THAT the costs shall be covered by community fundraising profits as part of the project for inclusion with the future project expenses.

4. J. Caruk – D. Bartel
WHEREAS Manitoba Infrastructure & Transportation has approved a financial contribution for a portion of the costs to apply a dust control solution to 700 m of 7th Avenue in the amount of $1260.00;
THEREFORE BE IT RESOLVED THAT the Statutory Declaration and copies of all applicable invoices shall hereby be approved for submission to the Province of Manitoba for payment as per the report attached hereto.

5. D. Bartel – S. Windsor
WHEREAS the attached request for a free rental of the Minitonas Hall has been received by the Town of Minitonas Council and falls within the free usage policy;
THEREFORE BE IT RESOLVED THAT the costs shall be waived as a charitable donation toward the fundraising event for residents of the municipality.

6. S. Windsor – J. Caruk
RESOLVED THAT the Minitonas Town Council approves the payment of $600 plus GST for costs of loading scrap tires as per the invoice attached hereto.

7. J. Caruk – S. Windsor
WHEREAS the Minitonas Lagoon Expansion has been completed to the satisfaction of the Minitonas Town Council, and;
WHEREAS the application of additional rip rap will be included by Manitoba Water Services Board, and shall include labor of one employee from each of the Town of Minitonas and the RM of Minitonas in order to complete the areas required as noted in the October 9th, 2014 inspection:
THEREFORE BE IT RESOLVED THAT the Council does hereby authorize the CAO to sign the Completion Certificate on behalf of the municipality, a copy of which is attached hereto.

8. S. Windsor – J. Caruk
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of October, 2014 shall be approved and either paid out with the November 15th, 2014 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

9. J. Caruk – D. Bartel
RESOLVED THAT the Public Works Report for the month of October, 2014 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

10. D. Bartel – J. Caruk
RESOLVED THAT the attached request for employee leave as time off in lieu of overtime shall be approved by the Minitonas Town Council as requested.
Carried.

11. D. Bartel – S. Windsor
RESOLVED THAT the Minitonas Town Council does hereby agree to pay compensation damages for main line sewage backup as attached hereto.
Carried.

12. S. Windsor – D. Bartel
RESOLVED THAT the Council of the Town of Minitonas does hereby agree to hire Lonnie Armistead Services for snow removal from this date until December 31st, 2014 as per the contract agreement attached hereto.
Carried.

13. S. Windsor – D. Bartel
RESOLVED THAT we do now adjourn at 11:30 pm to meet again for the next regular meeting of Council to be held on the 19th day of November, 2014 A.D. at 7:00 pm.
