Village of Benito Minutes – August 12, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday August 12, 2014 in the Village Council Chambers.

Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.
Mayor Meadows called the meeting to order at 7:00 pm

RESOLVED that the minutes of the Regular Meeting of Council held on July 8, 2014 be adopted as presented.

RESOLVED that the agenda for the Regular Meeting held on August 12, 2014 be adopted as amended.
Carried.

3. SCHNEIDER

RESOLVED that By-Law #02/13, being a By-Law of the Village of Benito to provide for water and sewer rates and the collection thereof, be read a third time and passed this 12th day of August, 2014 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.

RESOLVED that following Building Permit be accepted as received;

RESOLVED that the Audit Report and Financial Statements as prepared by Pacak Kowal, Hardie & Company Charted Accountants, for the Year ending December 31, 2013 be accepted as presented.

RESOLVED that the Financial Statement to June 30, 2014 be accepted as presented.

RESOLVED that accounts numbered 25496 to 25570 in the amount totaling $102,838.40 be ratified as paid.

WHEREAS Valley Lion’s Recycling has increased the tonnage fee to $399.10 per tonne of co-mingled recyclable material, effective January 1, 2014; and
WHEREAS Mult-Material Stewardship Manitoba (MMSM) has reviewed the recycling claims of the Village of Benito and have requested a copy of the back-up slip of inbound materials with each claim, to be submitted with each invoice; and
WHEREAS the Village of Benito has requested Valley Lion’s Recycling for copies of said back-up slips for inbound materials from the Village for the period January 1, 2014 to current date;
THEREFORE BE IT RESOLVED that the Village of Benito will pay to Valley Lion’s Recycling Inc. the rate of $399.10 per tonne for eligible recyclable material as per invoices with back-up slips collected from the Village of Benito effective January 1, 2014.

RESOLVED that employee salaries as attached hereto by hereby approved.

RESOLVED that the Geotechnical and Topographic report provided by J.R. Cousin Consultants Ltd. be received.

RESOLVED that the June/July Animal Control Report be accepted as presented by the Animal Control Officer.

RESOLVED that the Village of Benito hereby appoints Pacak, Kowal Hardie and Company of Swan River Manitoba as Auditor for the Village for the year ending December 31, 2014.

WHEREAS the 2014 Tax Sale will be held on November 13, 2014 and a public auction will be held for all properties not redeemed;
THEREFORE BE IT RESOLVED that the Village of Benito set a reserve bid on each property in the amount of the tax arrears plus costs.

RESOLVED that the Village of Benito authorize payment of invoices as attached as “Schedule A”.

RESOLVED that the Village of Benito approve a business card size ad to run in the Star & Times publication of the Rec & Leisure Guide for a cost of $90.00.

RESOLVED that the Village of Benito approve payment of the additional premium for the 2002 Mini Pumper Fire Truck from July 11, 2014 to February 19, 2015.
Carried.

WHEREAS the June and July employee overtime reports have been received and reviewed by Council;
BE IT RESOLVED that the overtime hours recorded be accepted as presented and be approved for payment as attached hereto.

BE IT RESOLVED that the Regular meetings of Council scheduled for Tuesday July 21, 2014 and Tuesday August 26, 2014 be hereby cancelled.
Carried.
