Town of Minitonas Minutes – June 18, 2014

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 18th day of June A.D. at 7:00 p.m.

1. S. Windsor – D. Bartel
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. S. Windsor – J. Caruk
RESOLVED THAT the Bank Reconciliation and Financial Statement for the period ending May 31st, 2014 shall be approved as presented.
Carried.

3. J. Caruk – D. Bartel
RESOLVED THAT the Animal Control Officer’s Report for the month of May, 2014 shall be accepted as presented, a copy of which is attached hereto, and;
BE IT FURTHER RESOLVED THAT payment for contract services for Animal Control shall be made as per the aforementioned report.

4. J. Caruk – S. Windsor
RESOLVED THAT approval of payment be made for the List of Accounts numbered 5958 to 6007 inclusive, amounting to $34,354.14.
Carried.

5. D. Bartel – S. Windsor
WHEREAS the owners of the attached list of properties were sent written notice that said property was declared to be unsightly under the terms of By-Law No.2/2007, and has failed to take action to completely remedy the condition of the properties,
THEREFORE BE IT RESOLVED THAT, under the authority of By-Law No.2/2007, the Town Public Works Employees shall be instructed to undertake the necessary work required to remedy the condition of said properties beginning on June 23rd, 2014 and;
BE IT FURTHER RESOLVED THAT the Chief Administrative Officer shall be authorized to bill the property owner for all the costs of the aforementioned clean-up accordingly.

6. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has determined that, under the terms of By-Law No. 2/2007, the condition of the attached list of properties has become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned properties shall be given written notice advising them that the condition of said property must be rectified by the deadline of June 27th, 2014 and;
BE IT FURTHER RESOLVED THAT, should the condition of the property not be corrected by the aforementioned date, the Minitonas Town Council shall provide authorization for the work to be completed and the associated costs of said work shall be billed to the property owner accordingly.

7. S. Windsor – D. Bartel
WHEREAS the Town of Minitonas has received confirmation of funding for a summer student under the HomeTown Green-Team Program;
THEREFORE BE IT RESOLVED THAT the Council agrees to hire Tabatha Waldner for the aforementioned position, with a start date of July 2nd, 2014 and a completion date of August 29th, 2014 and;
BE IT FURTHER RESOLVED THAT the job description and wages shall be set as attached hereto, and all Workplace Safety and Health Regulations shall be reviewed with the successful candidate during their orientation, prior to beginning their employment.

8. J. Caruk – S. Windsor
WHEREAS the Town on Minitonas has received confirmation of funding for a summer student under the Canada Summer Jobs Program;
THEREFORE BE IT RESOLVED THAT the Council agrees to hire Troy Foster for the aforementioned position, with a start date of July 2nd, 2014 and a completion date of August 29th, 2014 and;
BE IT FURTHER RESOLVED THAT the job description and wages shall be set as attached hereto, and all Workplace Safety and Health Regulations shall be reviewed with the successful candidate during their orientation, prior to beginning their employment.

9. D. Bartel – J. Caruk
RESOLVED THAT the Minitonas Town Council does hereby approve the attached requests for vacation leave.
Carried.

10. S. Windsor – D. Bartel
WHEREAS the Minitonas Town Council has established an award to recognize special volunteer efforts in the Town of Minitonas;
AND WHEREAS the Council has posted notices around town and has received the attached nominations which they feel fit the criteria for receipt of the ‘Town of Minitonas Volunteer Award’;
THEREFORE BE IT RESOLVED THAT the awards shall be presented to those individuals or groups named on the attached Nomination Forms, and shall be presented at the July 1st Pancake Breakfast, and;
BE IT FURTHER RESOLVED THAT the names of the awards recipients shall be kept confidential until the time of the presentation.

11. S. Windsor – J. Caruk
WHEREAS the Minitonas Town Council has received a letter from Minister Struthers and a copy of Regulation 141/2014 regarding the amalgamation of the Town of Minitonas, the Rural Municipality of Minitonas and the Village of Bowsman, and;
WHEREAS the Minitonas Town Council is pleased with the contents of the regulation and would like to work with their partners to ensure a smooth transition on January 1st, 2015;
THEREFORE BE IT RESOLVED THAT the members of the Council of the Town of Minitonas do hereby agree to a joint meeting on July 14th, 2014 as proposed by the RM of Minitonas Council and proceed with the establishment of an Integration Committee made up of members of each council to work on planning and recommendations for a merger of the three partner municipalities.

RESOLVED THAT we do now adjourn at 11:05 pm to meet again for the next regular meeting of Council to be held on the 16th day of July, 2014 A.D. at 7:00 pm.
