Village of Benito Minutes – June 24, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday June 24, 2014 in the Village Council Chambers.

Present: Mayor Meadows;
Deputy Mayor Scouten;

Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.

Mayor Meadows called the meeting to order at 7:00 pm

1. ZEBINSKI
SCOUTEN
RESOLVED that the minutes of the Regular Meeting of Council held on June 10, 2014 be adopted as presented.
Carried.

2. SCHNEIDER
OFFENBERGER
RESOLVED that the agenda for the Regular Meeting held on June 24, 2014 be adopted as presented.
Carried.

3. SCOUTEN
SCHNEIDER
RESOLVED that following Building Permit be accepted as presented;
DP/BP #003-14 ~ 165 Railways Avenue ~ Utility Shed
Carried.

4. OFFENBERGER
ZEBINSKI
RESOLVED that the Financial Statement and the Bank Reconciliation to May 31, 2014 be accepted as presented.
Carried.

5. SCOUTEN
ZEBINSKI
BE IT RESOLVED that the Village of Benito approve the purchase of a 2002 Ford F550 4X4 Mini Pumper as per the quote as attached hereto, subject to receipt of funding from the R.M. of Swan River as discussed.
Carried.

6. SCHNEIDER
OFFENBERGER
WHEREAS the Councils of the Village of Benito and the R.M. of Swan River submitted as amalgamation plan as required by Bill 33, The Municipal Modernization Act; and
WHEREAS the Regulations and Order in Council required to amalgamate the Village of Benito and the R.M. of Swan River, to form a new municipality on January 1, 2015 has been approved;
THEREFORE BE IT RESOLVED that Regulation 134/2014 be received.

7. ZEBINSKI
SCOUTEN
WHEREAS Valley Lion’s Recycling has requested an increase in tonnage fees paid for recycling, in order to cover the cost of collecting and processing the raw recyclable materials collected in Benito and the R.M. of Swan River;
RESOLVED that Council authorize the payment of $324.22 per metric tonne of eligible recyclable material to Valley Lions Recycling Inc. for material collected and shipped, effective January 1, 2014.

8. SCHNEIDER
ZEBINSKI
RESOLVED that pursuant to section 152(3) of The Municipal Act, Council go into Committee of the whole and close the meeting to the public.
Carried.

9. SCOUTEN
ZEBINSKI
RESOLVED that pursuant to Section 152(4) of The Municipal Act, that this meeting be re-opened to the public.
Carried.

10. SCHNEIDER
SCOUTEN
RESOLVED that the Village of Benito transfer funds from Reserves to the General Operating Fund as per Schedule “A” attached hereto.
Carried.

11. SCOUTEN
OFFENBERGER
RESOLVED that the Village of Benito approve payment of invoices attached hereto as Schedule “A”

12. ZEBINSKI
SCHNEIDER
WHEREAS a request for usage of the Benito Recreation grounds from August 20th to August 24th of 2014 to host a public event has been received;
THEREFORE BE IT RESOLVED that approval be granted with the understanding that the individual making the request is responsible for the overall management of the grounds and participants during the event from 7 p.m. until 11:30 p.m. each evening and cleanup of the grounds following the event.

13. OFFENBERGER
SCOUTEN
WHEREAS the Community Foundation of Swan Valley has made thousands of dollars in the form of grants available to local communities, and wish to raise awareness of their organization and the need for future financial contributions to continue offering these valuable grants;
THEREFORE BE IT RESOLVED that the Council of the Village of Benito does hereby declare the week of July 20th, 2014 “Community Foundation of Swan Valley Week”, thereby supporting their efforts in “connecting people who care to causes that matter”.

14. ZEBINSKI
OFFENBERGER
RESOLVED that the Chief Administrative Officer and Office Clerk be authorized to attend the training offered by Munisoft in Minitonas on July 8, 2014; and
BE IT FURTHER RESOLVED that expenses be authorized for payment.

15. SCOUTEN
OFFENBERGER
WHEREAS the collection of Electronic Waste diverts waste from the landfill and encourages responsible recycling of electronic waste material;
THEREFORE BE IT RESOLVED that the Village of Benito provide an Electronic Drop off depot located at 113 First Avenue behind the Village Office from July 7th to July 18th inclusive.

RESOLVED that we do adjourn the Regular Meeting of Council at 10:55 pm.
