Town of Swan River Munites – May 6, 2014

The Council of the Town of Swan River met on Tuesday, May 6th, 2014, at 7:30 p.m. in the Town Council Chambers with Deputy Mayor Delaurier presiding and Councilor’s, Jacobson, Friesen, Sakal, Bobick and Whyte present.


Mayor McKenzie arrived at 7:55 p.m.

Minutes:

1. RESOLVED that the minutes of April 15th, 2014 regular meeting and April 25th, 2014 special meeting of Council be adopted as received.

2. RESOLVED that the Amended Agenda for the May 6th, 2014 regular meeting of Council be received.

3. RESOLVED that Mayor Glen McKenzie and Chief Administrative Officer Shirley Bateman be authorized to sign the Federal Gas Tax Agreement.

4. WHEREAS: in Canada, we are fortunate to have a multitude of communities and volunteers committed to fostering civic pride, environmental responsibility and beautification; and
WHEREAS: communities are committed to ensuring sustainable development for future generations; and
WHEREAS: participation in Communities in Bloom builds communities, strengthens volunteer and community development, enhances social interaction, and creates community pride; and
WHEREAS: the benefits provided by Communities in Bloom may boost the economy, create sustainability, enhance property values, attract new business, and increase tourism; and
WHEREAS: our parks, open spaces, green spaces and trails ensure sustainability, provide space to enjoy nature, help maintain clean air and water, and preserve plant and animal wildlife; and
WHEREAS: all community levels: municipal, residential, commercial and institutional work together to ensure the voluntary sector and private enterprise throughout the Country participate in the planning, development and operation of recreation and parks programs, services and facilities.
NOW THEREFORE BE IT RESOLVED that I, Glen McKenzie, Mayor of the Town of Swan River, in recognition of the benefits and values that Communities in Bloom does provide, do hereby proclaim the week of May 4th through May 10th, 2014 Communities in Bloom Week in the Town of Swan River

5. RESOLVED that the Swan River Fire Department April 2014 Call Report be received.

6. RESOLVED that Esther Webb and Julie Fothergill be appointed Assistant Senior Election Officials for the Town of Swan River.

BE IT FURTHER RESOLVED that the rate of remuneration for the Assistant Senior Election Officials and all other Voting/Election Officials be set at $225.00 per full working day.

7. RESOLVED that the accounts as follows be hereby approved for payment:
(1) General Accounts form Cheque No. 14839 to No. 14928 for a total of $773,678.44.
(2) Payroll Account from Cheque No. 3298 to No. 3315 for a total of $162,435.22.

8. RESOLVED that the Town of Swan River Council authorize the Alzheimer’s Society of Manitoba to do the Investor’s Group Memory Walk in the Town of Swan River on Saturday, June 7th, 2014.
BE IT FURTHER RESOLVED that this walk will take place on public sidewalks (not roads) and on the pathways in Legion Park as per Schedule “A” attached.

10. RESOLVED that By-Law No. 5/2014 being a By-Law of the Town of Swan River to set rates for taxation for the year 2014 be read a second time.

15. RESOLVED that Mayor McKenzie and Councillors Delaurier and Whyte receive their full daily per diem rate and dinner meal allowance for April 24th & 25th, 2014 while representing the Town during negotiations with CUPE Local 851.

16. RESOLVED that the 2014 annual membership with the Manitoba Good Roads Association in the amount of $200.00 be approved for payment.
