RESOLVED THAT the Agenda be adopted as presented.

RESOLVED THAT the minutes of the Regular Meetings of the Council of the Town of Minitonas held on April 2nd, 2014 & April 16th, 2014 the Public Hearing held on April 16th, 2014 and the Special Meeting held on April 25th, 2014 shall be adopted as circulated.

WHEREAS the Town of Minitonas has received a New Municipal Gas Tax Agreement from the Province of Manitoba under their Administrative Agreement with the Government of Canada, allowing for the transfer of federal gas tax dollars to Manitoba municipalities, and;
WHEREAS the contents of the agreement, including the Question & Answer Document enclosed with said agreement, have been reviewed by council;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby agree to the terms and conditions of the new agreement, and;
BE IT FURTHER RESOLVED THAT the Mayor and CAO shall be authorized to sign the New Municipal Gas Tax Agreement for the years 2014/15 through to 2023/24 on behalf of the municipality.

RESOLVED THAT the Town of Minitonas Council does hereby receive the 2013 Yearend Audited Financial Statement for Swan Valley RISE as submitted.

5. S. Windsor – J. Caruk
WHEREAS the attached recommendation was received from the Town & RM of Minitonas Fire Protections Committee for the transfer of funds from the Joint Fire Fighting Retainer – Capital Equipment Reserve, and;
WHEREAS, in accordance with the By-Law 2/2009, the councils of the Town of Minitonas and the RM of Minitonas must both approve any withdrawals from the aforementioned joint reserve account;
THEREFORE BE IT RESOLVED THAT we do hereby approve the transfer of $5000 from said reserve account as recommended and shall hold the actual transfer of funds pending receipt of the resolution of the RM of Minitonas Council in agreement of said transfer, and;
BE IT FURTHER RESOLVED THAT the Mayor and CAO shall be authorized to sign the aforementioned transfer on behalf of the municipality once both councils have passed their resolutions agreeing to the transfer.

WHEREAS the attached petition has been received and reviewed by the Minitonas Town Council, and;
WHEREAS, an informative presentation has been received from Tracy Burick at this evening’s meeting, resulting in significant concerns for the safety of pedestrians and motor vehicle operators at the intersection of PTH#10N and 3rd St. N. which currently has no traffic control system in place, and;
WHEREAS this area of the Town of Swan River, having a higher volume of pedestrian and vehicle traffic, is continually developing, including the opening of the new aquatic centre, gym, housing and a daycare centre;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby agree to write a formal letter in support of the petition and the mission to establish safer vehicle and pedestrian traffic as soon as possible.

WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of April, 2014 shall be approved and either paid out with the May 15th, 2014 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

RESOLVED THAT the Public Works Report for the month of April, 2014 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

9. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has determined that, under the terms of By-Law No. 2/2007, the condition of the attached list of properties has become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned properties shall be given written notice advising them that the condition of said property must be rectified by the deadline of May 28th, 2014 and;
BE IT FURTHER RESOLVED THAT, should the condition of the property not be corrected by the aforementioned date, the Minitonas Town Council shall provide authorization for the work to be completed and the associated costs of said work shall be billed to the property owners accordingly.

RESOLVED THAT the Minitonas Town Council will hold a Public Meeting on Tuesday, May 27th, 2014 at 7:00 pm in the Minitonas Town Hall for the purpose of gathering concerned citizens from the community to discuss issues regarding vandalism protection and the possible development and promotion of a Community Watch Program.

RESOLVED THAT the Council of the Town of Minitonas does hereby approve the attached request for unpaid leave as submitted.

12. S. Windsor – J. Caruk
WHEREAS the Council of the Town of Minitonas has reviewed and revised Schedule ‘B’ to By-Law No. 5/2002 – Notice of Impound to better inform pet owners when dogs have been impounded for breach of the Animal Control By-Law for the municipality;
THEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the new Notice of Impound as revised, a copy of which is attached hereto.

RESOLVED THAT the Minitonas Town Council agrees to submit the attached report to Manitoba Water Services Board reflecting the priority infrastructure renewal projects facing the community.

14. S. Windsor – D. Bartel
WHEREAS the Minitonas Town Council has established an award to recognize special volunteer efforts in the Town of Minitonas;
THEREFORE BE IT RESOLVED THAT the Council shall make available applications for nominations for the ‘Town of Minitonas Volunteer Award’ beginning May 15th, 2014, and;
BE IT FURTHER RESOLVED THAT the deadline for submission shall be set at June 16th, 2014 and shall be presented at the July 1st ‘Canada Day’ Pancake Breakfast.

WHEREAS the Minitonas Town Council received a letter from the Town of Swan River for consideration of the funding of a portion of the operating costs of the SVCU Aquatic Centre, and;
WHEREAS the public who attended the 2014 Budget Public Hearing, and many citizens around the community, were against making a financial contribution to a facility outside of the municipality from taxation;
THEREFORE BE IT RESOLVED THAT the Minitonas Town Council agrees to decline the offer of financial participation and shall submit the attached letter to the Town of Swan River explaining their position and the reasons for rejecting the request for funding of said operating costs.
