Village of Benito Minutes – December 10, 2013

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday December 10, 2013 in the Village Council Chambers.

Present: Mayor Meadows;
Deputy Mayor Scouten;

Councilor Zebinski; Councilor Offenberger
Councilor Schneider joined the meeting at 8:30.

Mayor Meadows called the meeting to order at 7:00 pm

1. ZEBINSKI
SCOUTEN
RESOLVED that the minutes of the Regular Meeting of Council held on November 12, 2013 be adopted as presented.
Carried.

2. SCOUTEN
OFFENBERGER
RESOLVED that the agenda for the Regular meeting held on December10, 2013 be adopted as amended.
Carried.

ZEBINSKI
BE IT RESOLVED that the December Maintenance report be accepted as presented by the Maintenance Supervisor.
Carried.

WHEREAS the November employee overtime reports have been received and reviewed by council;
BE IT RESOLVED that the overtime hours recorded be accepted as presented and be approved for payment as attached hereto.
Carried.

5. ZEBINSKI
SCOUTEN
RESOLVED that accounts numbered 25056 to 25095 in the amount totaling $105,319.46 be ratified as paid.
Carried.

6. OFFENGERGER

RESOLVED that the Financial Statements and Bank Reconciliations to November 30, 2013 be accepted as presented with amendments.
Carried.

7. ZEBINSKI
SCOUTEN
WHEREAS the Municipal Act provides for the cancellation of taxes when the municipality acquires land through the tax sale process: and
WHEREAS the Village of Benito has acquired title to property through the 2013 Tax Sale process;
THEREFORE BE IT RESOLVED that property taxes totaling $58,771.04 as per Schedule “A” affixed hereto be hereby cancelled.

RESOLVED that the November/December Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

9. SCOUTEN
ZEBINSKI
WHEREAS the 1977 Chevrolet Cube Van, which was utilized as a Rescue Unit to transport equipment and supplies by the Fire Department, has been replaced by a newer unit; and
WHEREAS the aforementioned unit requires extensive repairs in order to pass a Safety Inspection;
THEREFORE BE IT RESOLVED that the Village of Benito accept the offer to purchase the 1977 Chevrolet Cube Van “as is” for the purchase price as attached hereto; and
BE IT FURTHER RESOLVED that the Chief Administrative Officer be authorized to sign the necessary documents on behalf of the Village of Benito.

WHEREAS the Senior Drinking Water Officer has completed the inspection of the Benito Water Treatment Plant and has reported that the Water Treatment Plant is being operated in a diligent manner and water quality meets all health parameters;
THEREFORE BE IT RESOLVED that the Inspection Report be accepted as received.

RESOLVED that the Village of Benito authorize payment of 2013 Municipal Support payments and levies as provided for in the annual budget as follows;
SV Museum $400.00
Benito & District Recreation Centre $2,022.57
Assessment Services $7,266.00
Thunderhill Ski Club $2,000.00
Public Utility Board Annual Levy $100.00
Swan Lake Watershed Conservation Dist. $125.00
Family Services & Consumer Affairs $260.30

RESOLVED that the Benito Fire Department Wages Summary for the period from July to December 2013 attached hereto as Schedule “A” be accepted and approved for payment as presented.
Carried.

13. SCOUTEN

WHEREAS in accordance with Section 163 of The Municipal Act, the Council of the Village of Benito has made an interim budget for the Year 2014 for the period from January 1, 2014 until the adoption of the Annual Financial Plan;
THEREFORE BE IT RESOLVED that the following interim budget be hereby adopted:

Protective Services $31,000.00
Transportation Services $69,000.00
Environmental Health $36,000.00
Health and Welfare $3,000.00
Environmental Development $2,000.00
Economic Development $3,000.00

REESOLVED that the Village of Benito makes appointments to certain committees and boards for the year 2014, as per Schedule “A” affixed hereto.

RESOLVED that the annual Village Christmas Greeting ad be authorized for publication in the December supplement of the Star & Times.
Carried.

SCHNEIDER
RESOLVED that $10,097.13 be authorized for transfer to the Federal Gas Tax Reserve as per budget.
Carried.

17. ZEBINSKI
OFFENBERGER
RESOLVED that the Village of Benito transfer $5,000.00 from the General Operating Fund to the General Reserve as per budget.
Carried.

18. SCHNEIDER

BE IT RESOLVED that the Employee Vacation and Sick Leave Reports be accepted as presented.
Carried.

BE IT RESOLVED that the Regular meeting of Council scheduled for Tuesday December 24, 2013 be hereby cancelled.

SCHNEIDER
RESOLVED that the Chief Administrative Officer be authorized to attend the MMAA Seminar in Brandon on January 16 & 17, 2013; and
BE IT FURTHER RESOLVED that registration and expenses be authorized for payment.
