Village of Benito Minutes – November 12, 2013

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday November 12, 2013 in the Village Council Chambers.

Present:
Mayor Meadows;

Councilor Zebinski; Councilor Schneider; Councilor Offenberger;

Absent with permission – Councilor Deputy Mayor Scouten

Chief Administrative Officer ~ Pat Ellingson.

Mayor Meadows called the meeting to order at 7:00 pm

1. SCHNEIDER
OFFENBERGER
RESOLVED that the minutes of the Regular Meeting of Council held on October 24, 2013 and the Special Meeting held on November 5, 2013 be accepted as presented.
Carried.

2. ZEBINSKI
SCHNEIDER
RESOLVED that the agenda for the Regular meeting held on
November12, 2013 be adopted as presented.
Carried.

3. OFFENBERGER
ZEBINSKI
RESOLVED that the Village of Benito accept the Report of the Benito Fire Department as presented Fire Chief Bill Woytkiw and Deputy Fire Chief Tom Koehn.
Carried.

4. SCHNEIDER
OFFENBERGER
RESOLVED that accounts number 25005 to 25055 in the amount totaling $46,091.98 be ratified as paid.
Carried.

5. ZEBINSKI
SCHNEIDER
WHEREAS Valley Lions Recycling is experiencing financial difficulty and is in the process of reevaluating their business plan;and.
WHEREAS recycling is beneficial to the environment and the Village of Benito was one of the first communities in the Valley to participate in the recycling program and is supportive of Valley Lions Recycling service;
THEREFORE BE IT RESOLVED that the Village of Benito increase the rate of payment to the Valley Lions Recycling from $238 per tonne to $550 per tonne for the months of October, November and December.2013

6. ZEBINSKI
SCHNEIDER
WHEREAS the Village of Benito has incurred expenses for clean up and damages due to flooding of Village infrastructure in excess of $12,000.00 in the last three years alone;and
WHEREAS the Village of Benito has not requested financial assistance from the R.M. of Swan River or the R.M. of Livingstone, where the flood waters originated;
THEREFORE BE IT RESOLVED that the Village of Benito will not contribute to the cost of the work undertaken by the R.M. of Swan River and the R.M. of Livingstone to remedy the problem areas where the flooding originates.

RESOLVED that the October Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

8. ZEBINSKI
OFFENBERGER
RESOLVED that sum of $4290.43 be hereby authorized for transfer from the Cemetery Trust Fund to the Village of Benito General Operating Fund for 2013 Cemetery maintenance expenses.
Carried.

9. SCHNEIDER
ZEBINSKI
RESOLVED that the Village of Benito authorize payment of $14,999.58 to Sea Hawk Specialized Truck Service for repairs to the Fire Truck as attached hereto.
Carried.

10. OFFENBERGER
ZEBINSKI
RESOLVED that the sum of $10,900.00 be hereby authorized for transfer from the utility Reserve Fund to the General Operating Fund for Lift Station upgrades as provided for in the 2013 budget.
Carried.

11. ZEBINSKI

WHEREAS the October employee overtime reports have been received and reviewed by council;
BE IT RESOLVED that the overtime hours recorded by accepted as presented and be approved for payment as attached hereto.

12. ZEBINSKI
SCHNEIDER
BE IT RESOLVED that the Regular meeting of council scheduled for Tuesday November 26, 2013 be hereby cancelled.
Carried.

RESOLVED that we do adjourn the Regular Meeting of council at 9:30pm.
