RESOLVED THAT the Agenda be adopted as amended.

WHEREAS Councillor Rinsdorf is absent from today’s Council Meeting;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council does hereby appoint Councillor Eisner as the Finance Chair for the August 14th Council Meeting.

RESOLVED THAT the minutes of the Regular Meeting of Council held on July 10th, 2013 shall be adopted as circulated.
Carried.

4. C. Eisner – D. Klekta
RESOLVED THAT the Bank Reconciliation for the month ending June 30th, 2013 and the Financial Statement for the month ending July 31st, 2013 shall be adopted as presented.
Carried.

5. C. Eisner – W. Pacamaniuk
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 8053 to 8124 inclusive, amounting to $305,733.79.

6. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the Rural Municipality of Minitonas agrees to hire private contractors to assist in the repair of flood damage sites as required, and as directed by the council.

7. W. Pacamaniuk – C. Eisner
WHEREAS the Minitonas Town Council has made a recommendation to withdraw funds from the Joint Fire Reserve for the purpose of funding much needed repairs to the Minitonas Fire Truck, and;
WHEREAS the Council of the RM of Minitonas agrees that the use of funds meets the criteria for withdrawal from the Joint Fire Reserve as outlined in By-Law No. 2/2009;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to the withdrawal of funds from the Fire Fighting Retainer – Capital Equipment Reserve Account for the total cost of maintenance and improvements to the 1998 Fort Gary Pumper Truck, including taxes, mileage and shipping, as per the attached quote.

8. D. Klekta – C. Eisner
RESOLVED THAT the Council of the RM of Minitonas does hereby approve the attached requests for vacation leave.
Carried.

9. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the Rural Municipality of Minitonas agrees to donate up to 2 yards of cement towards the Minitonas Middle School playground project.

10. C. Eisner – D. Klekta
WHEREAS the Rural Municipality of Minitonas has been offered the services of the MMF – Minitonas Local Summer Student to assist with grounds keeping;
AND WHEREAS the Council is in agreement to accept the aforementioned offer;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas will offer orientation on the first day of work and agree that the student will be covered by the municipality’s insurance policy for liability coverage;
BE IT FURTHER RESOLVED THAT MMF – Minitonas Local will be responsible for Worker’s Compensation and Payroll.

WHEREAS the Province of Manitoba now requires all municipalities to have a Tendering and Procurement Policy, and;
WHEREAS revisions have been made to the existing rental policy and have been approved by the RM of Minitonas Council;
THEREFORE BE IT RESOLVED THAT ‘Trans 6’ of the Rural Municipality of Minitonas’ Policy Manual entitled “Rental of Municipal Equipment” shall be revised and adopted as attached hereto.

12. C. Eisner – W. Pacamaniuk
RESOLVED THAT the attached plan for the portion of Road #152W which was relocated due to flood damages in 2010 shall be approved by the Council of the Rural Municipality of Minitonas as submitted, and;
BE IT FURTHER RESOLVED THAT a new by-law shall be passed to open the aforementioned portion of road to the public.

13. D. Klekta – W. Pacamaniuk
WHEREAS the road repairs within the Rural Municipality of Minitonas as a result of the 2012 Flooding have not been completed, especially two major repairs requiring engineering reports, and;
WHEREAS there will not be sufficient time for the municipality to complete said repairs and the claims for Disaster Assistance Funding in time for the October 1st, 2013 deadline;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby request that the Province of Manitoba – Manitoba Emergency Measures Organization approve an extension to the deadline for the 2012 Flood Repair Claim, and;
BE IT FURTHER RESOLVED THAT the extension be granted to provide for submission of all claim information by June 30th, 2014.

WHEREAS Muscular Dystrophy Canada is a national, non-profit organization committed to funding research into the causes, treatments, and eventual cure of neuromuscular disorders, as well as providing services to people with neuromuscular disorders and public education, and;
WHEREAS Muscular Dystrophy is a group of neuromuscular disorders that have no known cure. In almost all cases, there are few treatments and no way to stop the disorder’s progression, and;
WHEREAS people today have the opportunity to live longer lives because of breakthroughs in medical research, and;
WHEREAS Muscular Dystrophy is a neuromuscular disorder that affects many, and;
WHEREAS only through support of the community may a cure be found;
NOW THEREFORE the Council of the Rural Municipality of Minitonas does hereby declare September 2013 as “Muscular Dystrophy Awareness Month” in the RM of Minitonas.

WHEREAS the All Terrain Vehicle Association of Manitoba Inc. has encouraged the RM of Minitonas to consider the benefits of the sport of ATVing, and there many ATV owners in the RM of Minitonas, and;
WHEREAS it would be beneficial to the Swan River Valley to develop better ATV Trails and promote use of these trails and less access on private properties;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas agrees to encourage the development of a Swan Valley ATV Association, a management plan for the valley and better trails in the local area.

RESOLVED THAT we do now adjourn at 12:30 pm to meet again for the next Regular Meeting of Council on September 11th, 2013 at 8:00 am.
