Village of Benito Minutes – August 13, 2013

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday, August 13, 2013 in the Village Council Chambers.

Present – Mayor Meadows,
Deputy Councilor Offenberger;

Councilor Zebinski; Councilor Schneider; Deputy Mayor Scouten
Chief Administrative Officer – Pat Ellingson

DELEGATION: Maintenance Report – Rick Kinaschuk, Maintenance Supervisor

Mayor Meadows called the meeting to order at 7:00 pm.

1. ZEBINSKI
SCOUTEN
RESOLVED that the minutes of the Regular meeting of Council held on July 9, 2013 be adopted as presented.
Carried.

2. SCHNEIDER
OFFENBERGER
RESOLVED that the agenda for the Regular meeting held on August 13, 2013 be adopted as presented.
Carried.

3. SCOUTEN
SCHNEIDER
RESOLVED that following Building Permit be accepted as presented;
DP/BP # 07-13 150 Second Ave – Demolition
Carried.

ZEBINSKI
RESOLVED that the Financial Statements to June 30 and July 31, 2013 be accepted as presented.
Carried.

BE IT RESOLVED that the Maintenance report be accepted as presented by the Maintenance Supervisor.
Carried.

RESOLVED that accounts numbered 24823 to 24883 in the amount totaling $36,416.31 be ratified as paid.
Carried.

7. ZEBINSKI
OFFENBERGER
RESOLVED that the Village of Benito authorize payment of the (WRARS) Landfill Levy to Green Manitoba for the reporting period January 1, 2013 to June 20, 2013 in the amount of $565.00 as required by the Waste Reduction and Recycling Support Program.

BE IT RESOLVED that Policies #100, #200 and #700 as circulated and reviewed by Council, be accepted as amended and be added to the Village of Benito Policy & Procedures Manual.
Carried.

9. ZEBINSKI
SCHNEIDER
RESOLVED that Resolution #14 passed at the Regular Meeting of Council on April 3, 2013 be hereby amended to read “the amount totaling $33,855.00 be recovered by transfer from Accumulated Surplus and included in the 2013 budget”.
Carried.

10. SCOUTEN
OFFENBERGER
WHEREAS recreation is an important and vital part of the well being of the residents and visitors of our community; and
WHEREAS new recreational opportunities are a welcome addition to the Village; and
WHEREAS the Council of the Village of Benito received a proposal for the development of a disc golf course in the Village;
THEREFORE BE IT RESOLVED that the Council of the Village of Benito support the proposal and approve the request for use of village property as per letter attached hereto for the development of the said project; and
BE IT FURTHER RESOLVED that the requested funds for this project be approved for payment as provided for in the 2013 Budget.

RESOLVED that the June/July Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

12. ZEBINSKI

RESOLVED that the Village of Benito do hereby authorize an insertion of a Village of Benito advertisement in the 2013/2014 Swan Valley Rec & Leisure Guide.
Carried.

13. SCOUTEN
ZEBINSKI
WHEREAS the Village of Benito has received an offer to purchase the property legally described as Desc 10 Block 7 Plan 787 and located at 10 Main Street; and
WHEREAS the Council of the Village of Benito deem the property value to be greater than the offer submitted;
THEREFORE BE IT RESOLVED that the Village of Benito do not accept the offer.

14. SCHNEIDER

RESOLVED that sum of $1861.06 be hereby authorized for transfer from the Cemetery Trust Fund to the Village of Benito General Operating Fund as per expenses as attached hereto.

15. ZEBINSKI
SCOUTEN
RESOLVED that payment of the 911 Per Capita fee in the amount of $1127.23 to the City of Brandon for the year 2013 be hereby approved.
Carried.

RESOLVED that $10,097.13 be authorized for transfer to the Federal Gas Tax Reserve as per budget.

17. OFFENBERGER
SCHNEIDER
WHEREAS the collection of Hazardous Waste diverts waste from the landfill and encourages responsible recycling of hazardous waste material;
THEREFORE BE IT RESOLVED that the Village of Benito provide a Hazardous Waste Drop off depot located at 113 First Avenue behind the Village Office on September 3rd, 4th, and 5th and September 10th, 11th and 12th, 2013.

WHEREAS the July employee overtime reports have been received and reviewed by Council;
BE IT RESOLVED that the overtime hours recorded be accepted as presented and be approved for payment as attached hereto.
Carried.

19. SCHNEIDER
ZEBINSKI
RESOLVED that the Village Office be closed on Monday August 19 and Friday August 23, 2013.
Carried.

RESOLVED that we do adjourn the Regular Meeting of Council at 10:35 pm.
