RESOLVED THAT the Agenda be adopted as presented.

RESOLVED THAT the minutes of the Regular Meeting of Council held on April 9th, 2013 and April 24th, 2013 and the Special Meeting of Council held on April 3rd, 2013 and the Public Hearing for the 2013 Financial Plan held on April 24th, 2013 shall be adopted as circulated.

RESOLVED THAT the Bank Reconciliation for the month ending March 31st, 2013 and the Financial Statement for the month ending April 30th, 2013 shall be adopted as presented.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7814 to 7888 inclusive, amounting to $146,527.18.

RESOLVED THAT By-Law No. 1/2013, being a by-law of the Rural Municipality of Minitonas for the purpose of adopting a Financial Plan for the 2013 Fiscal Year shall be read a third time this 8th day of May, 2013 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

WHEREAS the high amounts of flood waters from the spring thaw beginning on April 27th, 2013 have caused extensive damage to private property and public infrastructure in the Rural Municipality of Minitonas;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas requests that the Province of Manitoba – Manitoba Emergency Measures Organization provide disaster financial assistance for costs to repair damage to municipal infrastructure and private properties as applicable.

WHEREAS the high amounts of flood waters from the spring thaw beginning on April 27th, 2013 have caused extensive damage to municipal roads within the Rural Municipality of Minitonas;
AND WHEREAS the attached list of sites have been documented and now require immediate repairs in order to allow agriculture producers access to their land, and to allow homeowners access to their homes;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas requests that the Province of Manitoba – Manitoba Emergency Measures Organization provide authorization for temporary repairs and disaster financial assistance for costs to perform said temporary repairs be included in the 2013 Flood Repair Claim;
BE IT FURTHER RESOLVED THAT the funding of the above noted temporary repairs should not affect or reduce the amount awarded for the permanent repairs of said flood sited in any way.

RESOLVED THAT Contract Services Agreements for 2013 Flood Administration and Management shall be approved as attached hereto;
BE IT FURTHER RESOLVED THAT the contract be retroactive to April 27th, 2013.

9. W. Pacamaniuk – D. Klekta
RESOLVED THAT the RM of Minitonas Council does hereby approve the attendance of Reeve McIntosh, CAO, Gordon, and Councillors at the Parkland District Meeting on June 14th, 2013 in Roblin, MB;
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with the current RM of Minitonas Indemnity By-Law and the RM of Minitonas Policy Manual.

10. D. Klekta – E. Rinsdorf
RESOLVED THAT the members of the Minitonas Waste Management Committee shall be authorized to attend the meeting of the Town of Minitonas on May 15th, 2013 in order to discuss the operations of the Minitonas Waste Management Site.

RESOLVED THAT we do now adjourn at 12:50 pm to meet again for the next Regular Meeting of Council on June 12th, 2013 at 8:00 am.
