Village of Benito Minutes – April 23, 2013

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday, April 23, 2013 in the Village Council Chambers.

Present – Mayor Meadows,
Deputy Mayor Scouten;

Councilor Offenberger; Councilor Zebinski; Councilor Schneider

Chief Administrative Officer – Pat Ellingson
Mayor Meadows called the meeting to order at 7:00 pm.

RESOLVED that the minutes of the Regular Meeting of Council held on April 9, 2013 be adopted as presented.
Carried.

RESOLVED that the agenda for the regular meeting held on April 23, 2013 be adopted as presented.
Carried.

BE IT RESOLVED that the April Maintenance report be accepted as presented by the Maintenance Supervisor.
Carried.

RESOLVED that Building Permit #02/13 ~ Utility Shed at 129 Third Avenue be accepted as presented.
Carried.

RESOLVED that the Financial Statement for the month ending March 31, 2013 be accepted as presented.
Carried.

RESOLVED that the Public Hearing for the purpose of presenting the 2013 Financial Plan for the Village of Benito to the general public will be held at the Village of Benito Council Chambers on May 7, 2013 at 8:00 pm; and
BE IT FURTHER RESOLVED that in accordance with Subsection 162(2) of the Municipal Act, the Public Notice, as attached, shall be placed on display in the community and in the local municipal office and that an ad shall be placed in the local newspaper.

WHEREAS a request for usage of the Benito Recreation grounds from August 14th to 18th of 2013 to host a public event has been received;
THEREFORE BE IT RESOVLED that approval be granted with the understanding that the individual making the request is responsible for the overall management of the grounds and participants during the event from 7 p.m. until 11:30 p.m. each evening and cleanup of the grounds following the event.
Carried.

SCOUTEN
WHEREAS the process of attracting immigrants and assisting them in settling into the Swan River Valley is important for economic development and growth;
THEREFORE BE IT RESOLVED that the Council of the village of Benito does hereby agree to provide funding in the amount of $396.00 for 2013; and
BE IT FURTHER RESOVLED that a review of the program shall be requested at the end of the year to provide information for consideration of municipal participation and funding in future years.
Carried.
Deputy Mayor Scouten declared an interest in resolution No. 9 and requested permission to withdraw from the meeting.

RESOLVED that the purchase of camera be authorized as per Schedule “A” attached hereto.
Carried.
Deputy Mayor Scouten returned to the meeting.

RESOLVED that the Village of Benito authorize payment of the following invoices:
1. R.M of Swan River Dust Control $2725.50
2. Valley Wide Fire Extinguisher Services $ 417.30
3. Tom Lyons First Aid $ 700.00

WHEREAS the employee overtime reports for the month of March have been received and reviewed by Council;
BE IT RESOLVED that the hours recorded be accepted as presented and the March overtime reports be approved for payment.
Carried.

BE IT RESOLVED that the employee request for LOA be approved as requested.
Carried.

13.

RESOLVED that the Village Office be closed on Friday April 26 and Monday April 29, 2013.
Carried.

14.

RESOLVED that Bylaw #03/13, being a Bylaw of the Village of Benito to authorize the levy of taxes for the year 2013 be read a first time.
Carried.
