Village Of Benito Minutes – November 13, 2012

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday November 13, 2012 in the Village Council Chambers.

Mayor Meadows called the meeting to order at 7:00 pm.

ZEBINSKI
RESOLVED that the minutes of the Regular Meeting of Council held on October 23, 2012 be adopted as presented.
Carried.

RESOLVED that the agenda for the Regular meeting held on November 13, 2012 be adopted as presented.
Carried.

RESOLVED that the Village of Benito accept the Report of the Benito Fire Department as presented Fire Chief Bill Woytkiw and Deputy Fire Chief Tom Koehn.
Carried.

RESOLVED that accounts numbered 24346 to 24402 in the amount totaling $120,571.26 be ratified as paid.
Carried.

RESOLVED that the annual Village Appreciation Supper be held on December 3, 2012 at M& M Café and Lounge.
Carried.

WHEREAS there are numerous areas in the Swan River Valley where there is no cell service, or very poor quality service; and
WHEREAS the majority of the residents and business owners, employees and students as well as travelers now carry cell phones for convenience and safety; and
WHEREAS a letter was previously been forwarded to MTS Allsteam Inc in an effort to make the company more aware of the seriousness of the request and the number of cell phone users who are being billed full costs but receive inadequate services;
THEREFORE BE IT RESOLVED that the Council of the
Village of Benito shall hereby write another letter of request to MTS Allstream Inc. asking them to take a serious look at the number of cell phone users in the Swan River Valley who are paying full cost for minimal or no services and request that MTS Allstream Inc. provide adequate services to this area that will more fairly represent the fees being charged.

BE IT RESOLVED that Policy # 275 being a Code of Conduct for Council Members as required by the authority of the Municipal Act be adopted as circulated and be added to the Village of Benito Policy and Procedure Manual.

RESOLVED that the November Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

9.

RESOLVED that the Village of Benito authorize payment of 2012 municipal support payments and levies as provided for in the annual budget as follows:
Crime Stoppers 2012 Support $40.00
SV Museum 2012 Support $400.00
2012 Employment & Income Assistance $260.30
Benito & District Recreation Centre $1000.00
Assessment Services $7269.00
Carried.

10.
ZEBINSKI

WHEREAS Section 326(1) of the Municipal Act provides for the correction of taxes due to improvement on the property requires an increase because of the physical condition of the improvement as reported by the Assessment Branch;
AND WHEREAS the Village of Benito tax roll has properties which requires such corrections;
THEREFORE BE IT RESOLVED that property taxes totaling $ 3607.95 as per Schedule “A” affixed hereto be hereby added to the respective tax roll.

RESOLVED that funds be authorized for transfer as follows:
1. GOF to Federal Gas Tax Reserve $10,097.13
2. GOF to Utility Reserve $50,000.00

WHEREAS the Employee overtime reports have been received and reviewed by Council;
BE IT RESOLVED that the October overtime reports be approved for payment as presented.
Carried.

BE IT RESOLVED that the Regular meeting of Council scheduled for Tuesday November 27, 2012 be hereby cancelled.
Carried.
