RESOLVED THAT the minutes of the Regular Meeting of Council held on September 12th, 2012 and the Special Meeting of Council held on September 24th, 2012, shall be adopted as circulated.

RESOLVED THAT the Bank Reconciliation for the month ending August 31st, 2012 and the Financial Statement for the month ending September 30th , 2012 shall be adopted as presented.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7282 to 7363 inclusive, amounting to $199,523.97.

RESOLVED THAT the Audit Report submitted by BMP Chartered Accountants for the year ending December 31, 2011, shall be approved as submitted, with a yearend Surplus in the amount of $36,694 in the municipality’s General Fund, in accordance with Public Sector Accounting Board requirements;
BE IT FURTHER RESOLVED THAT the attached ad be placed in the Star & Times to notify the public of the availability of the Audit Report for public scrutiny.

RESOLVED THAT we do now adjourn the regular meeting of the RM of Minitonas Council at 10:00 am to open the Public Hearing for the Variation Application on the property known as Lot 1, Plan 21692.

RESOLVED THAT we do now re-open the regular meeting of the RM of Minitonas Council at 10:25 am.

RESOLVED THAT the attached invoice is hereby approved by the RM of Minitonas Council under the municipality’s 2010 Flood Claim.

RESOLVED THAT the Council of the RM of Minitonas does hereby approve the application for charge accounts as attached hereto.

10. E. Rinsdorf – C. Eisner
RESOLVED THAT the attached agreements for contract services relating to the 2010, 2011 and 2012 Flood Damage Claims are hereby approved by the Council of the Rural Municipality of Minitonas, and shall be made effective June 12, 2012.

RESOLVED THAT the RM of Minitonas Council does hereby approve the attendance of the Assistant CAO at the educational tutorials as attached hereto, and all applicable expenses shall be approved in accordance with the current municipal policies and by-laws.

WHEREAS the Council of the RM of Minitonas wishes to secure gravel for future application to municipal roads;
THEREFORE BE IT RESOLVED THAT we do hereby approve the application for quarry leases and stockpiled gravel as attached hereto.

13. W. Pacamaniuk – C. Eisner
WHEREAS a Public Hearing was held on October 10th, 2012 in accordance with Section 169(1) of The Planning Act, with all requirements met for Public Notice, and;
WHEREAS the Provisions of Section 106(1)(b) have been met;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby grant the attached Variation Order for the property known as Lot 1, Plan 21692 on the RM of Minitonas;
BE IT FURTHER RESOLVED THAT Variation Order No. 2/2012 will confirm the allowance of a 10 foot reduction in the rear-yard Setback Distance and Side-yard Setback Distance from 25 feet to 15 feet with no specific terms or conditions.

RESOLVED THAT the Council of the RM of Minitonas does hereby agree to make payment for the removal of problem beavers as attached hereto.

RESOLVED THAT the Rural Municipality of Minitonas does hereby approve the attached terms and conditions regarding an agreement for equipment rental.
Carried.

16. W. Pacamaniuk – C. Eisner
RESOLVED THAT Council of the RM of Minitonas does hereby approve the additional changes as listed by Manitoba Local Government – Swan River Assessment Office dated October 4, 2012, a copy of which is attached hereto;
BE IT FURTHER RESOLVED THAT the necessary changes be made to the 2012 Assessment Roll, under the authority of Sections 300(6) and 326 of The Municipal Act.

RESOLVED THAT we do agree to move ‘In Camera’ with regards to agenda item number 5.2, under the authority of Subsection 152(3)(b)(ii) of the Municipal Act and close the meeting to the public.

RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.

WHEREAS the Council of the Rural Municipality of Minitonas recognizes that the Swan Valley Snowmobile Association Routes are an integral part of our local recreation and tourism, and;
WHEREAS there was significant damage to the local routes this year due to the high winds, tornadoes and heavy rains, which created more work than local volunteers and club members can handle or afford;
THEREFORE BE IT RESOLVED THAT a letter of support shall be issued by the municipality in an effort to lobby the Provincial and Federal Governments for financial support to clear and repair the trails in the Swan River Valley.

RESOLVED THAT the council of the RM of Minitonas does hereby designate the date of November 10th, 2012 as the Lenswood Community Event known as the ‘Lenswood Harvest Wind-Up Dance’.

RESOLVED THAT the RM of Minitonas Council approves the attached list of delegates to the AMM Convention in Winnipeg on November 26th-29th, 2012;
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with the current RM of Minitonas Indemnity By-Law and the RM of Minitonas Policy Manual.
