Village Of Benito Minutes – July 17, 2012

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday July 17, 2012 in the Village Council Chambers.

Present – Mayor Meadows; Deputy Mayor Scouten; Councilor Offenberger; Councilor Zebinski; Councilor Schneider

Chief Administrative Officer – Pat Ellingson

Delegation: – Maintenance Department – Bill Woytkiw, Assistant Maintenance Supervisor

Mayor Meadows called the meeting to order at 7:00 pm.

1. SCHNEIDER
OFFENBERGER
RESOLVED that the minutes of the Regular Meeting of Council held on June 26, 2012 be adopted as presented.
Carried.

2. ZEBINSKI
SCOUTEN
RESOLVED that the agenda for the Regular meeting held on July 17, 2012 be adopted as amended.
Carried.

3. SCOUTEN
SCHNEIDER
RESOLVED that Building Permit #05-12 ~ Demolition at 79 Second Avenue be accepted as presented.
Carried.

4. ZEBINISKI
OFFENBERGER
BE IT RESOLVED that the July Maintenance report be accepted as presented.
Carried.

SCOUTEN
RESOLVED that accounts numbered 24067 to 24147 in the amount totaling $ 46,651.62 be ratified as paid.
Carried.

RESOLVED that the Village of Benito authorize payment of invoices as attached hereto.
Carried.

7. ZEBINSKI
SCOUTEN
RESOLVED that the Village of Benito enter into an agreement with Kyle Johansen to provide grounds maintenance services at the Benito Cemetery as per the Maintenance Agreement attached hereto as Schedule “A”; and

BE IT FURTHER RESOLVED that the Mayor and CAO be authorized to sign said agreement on behalf of the Village of Benito.

8. SCHNEIDER

WHEREAS the Saskatchewan Transportation Company (STC) has proposed a reduction of bus service which would adversely affect communities between Kamsack, Saskatchewan and Swan River, Manitoba, including Benito; and

WHEREAS the loss of this service would essentially sever connection with areas outside of the Swan River Valley in many ways, namely, the ability for people who travel on a daily or weekly basis to get to medical appointments and treatments independently, send or receive freight and parcels, (which many farmers and businesses in our community rely on every day), and submitting of water samples from public utilities in municipalities to laboratories for testing to ensure a safe water supply to their residents;

THEREFORE BE IT RESOLVED that the Village of Benito does not support STC’s proposed reduction of service between Kamsack, SK and Swan River, MB.; and

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Highway Traffic Board of Saskatchewan for consideration when reviewing STC’s application.

ZEBINSKI
WHEREAS the collection of Electronic Waste diverts residential e-waste from the landfill and encourages responsible recycling of electronic waste material;

THEREFORE BE IT RESOLVED that the Village of Benito provide an E-Waste Drop off depot from August 7-10, 2012 at 113 First Avenue behind the Village Office.

10. OFFENBERGER
SCHNEIDER
WHEREAS the Village of Benito experienced severe flooding to municipal roads and infrastructure due to excessive rainfall; and

WHEREAS the Village of Benito has sustained damage to municipal property and infrastructure and has incurred additional costs due to the flooding; and

WHEREAS financial help will be required;

THEREFORE BE IT RESOLVED that the Village of Benito request financial assistance from the Manitoba Disaster Financial Assistance Board.

WHEREAS the Employee overtime reports have been received and reviewed by Council;

BE IT RESOLVED that the overtime be approved for payment as presented.
Carried.

12. ZEBINSKI
SCOUTEN
RESLOVED that the Regular Meeting of Council scheduled for Tuesday July 10, 2012 be hereby rescheduled to Tuesday July 17, 2012.
Carried.

RESLOVED that the Village Office be closed on Monday July 30 and Friday August 3, 2012.
Carried.
